Resolution No..53 <br />area lacko community facilities, including school and recreation fa- <br />cilities,-I(d) the conditions existing in said area necessitate excessive <br />and dispo #ionate expenditure of public funds for crime prevention and <br />punishment, public health and safety, fire and accident protection, <br />and other public services and facilities of the City, and impair the <br />value of Oroperty in surrounding areas; (e) the existing conditions <br />result inIthe reduction of the value of taxable property within the <br />City; (f) lthe conditions are beyond remedy and control by regulatory <br />process because of the obsolete and deteriorated character of the <br />buildings and other improvements, faulty planning and land use, shift- <br />ing of population and technological and social changes; (g) the acqui- <br />sition ano redevelopment of said area in accordance with the Redevelop- <br />ment Planjand Master plan hereinafter referred to will benefit the <br />health, safety, morals and welfare, and will serve to protect and <br />increase property values in the City and the state; (h) such acquisi- <br />tion and redevelopment of said area are public uses and purposes; and <br />the Commission has heretofore caused to be prepared <br />maps and puts showing the boundaries of the hereinafter described <br />area, the Ilocation of the various parcels of property, streets, alleys <br />and other Ifactors affecting the acquisition clearance, replanning, <br />rezoning o� redevelopment of such area, indicating the portions of the <br />area acquired which are to be devoted to public purposes under the re- <br />development plan; also, a list of the owners of the various parcels <br />of property to be acquired, all of which, appropriately identified, <br />are now on1file with the Commission; and <br />, the Commission has caused a separate appraisal to be <br />made by three independent appraisers of the fair value of each of the <br />parcels oflproperty proposed to be acquired, which appraisals are now <br />on file with the Commission, and the Commission now finds that the <br />-2- <br />
