REGULAR MEETING JULY 23, 2019 218
11
traffic by unusual disruption of the street, due to excessive traffic, as well as emergency access
for public service personnel. Hearing nobody else wanting to speak, Mr. Gilot closed the hearing.
He asked what the Board did in prior years. Attorney McDaniels stated the records showed they
denied Orange Street and approved closing Adams Street. Mr. Miller noted his records show
from 2017 and on, Orange St. was not closed. Mr. Gilot stated this offer of two officers and
strobe lights sounds pretty good. He noted you can still cross Orange Street, but you'll have
better coverage than cones. He noted he was impressed with the offer of the Police Department,
adding most events would love the police presence. Attorney McDaniels stated the Board has to
decide if there is a basis for reversing the Event Committee's decision. Mr. Gilot noted the Board
has to decide if the committee was unreasonable in their decision, and he thinks the police
volunteer of two officers with cars and flashers sounds better than cones that cars will drive
through. He added closing a street on a Saturday morning is also different than a busy day of the
week. Mr. Gilot stated he likes the committee's decision better and made a motion to affirm the
decision of the Special Event Committee. Ms. Maradik seconded the motion, which carried. Mr.
Gilot spoke to Mr. Miller and asked him to understand he thinks this event is a great idea, and he
thinks the committee gave Mr. Miller a superior answer, better than what was asked for. He
thanked Mr. Miller for coming. Mr. Miller stated he feels that they want this event to go away,
adding when they close streets every day of the week for events, we get denied for this. Mr. Gilot
stated I appreciate your feelings, I love this event. The school events are a great event and I think
the community is supportive of your event. He noted if you could get past your feelings and look
at the solution they gave you with two (2) police vehicles and lights to protect you, I think most
people would envy you for this. Ms. McDaniels informed him that going forward there will be an
attorney at these meetings to ensure there is open dialogue and the criteria and process is being
followed. Mr. Miller stated he never said there wasn't open dialogue, there was open dialogue;
they just disagree with the end result. Mr. Gilot stated they have to look at two (2) questions, is it
legal, and is it right. He stated he is more concerned that we are doing what is right. They are
doing right by you by offering two (2) officers with lights for improved safety.
APPROVAL OF PERMIT AND LICENSE APPLICATIONS
The following permit and license applications were presented for approval:
Applicant/Event
Description
Date/Time
Location
Motion
Name
Carried
River Park
Street Closure
July 27, 2019/
25" St. from
Maradik/Dorau
Neighborhood
8:00 a.m. to
Mishawaka Ave. to
Association
7:00 p.m.
Pleasant St.
Block Part
Unity Gardens
Street Closure
July 28, 2019/
Prast St. from Bendix
Maradik/Dorau
West Side BBQ
8:00 a.m. to
Dr. to Ardmore Tr.
6:00 p.m.
Back to School
Street Closure
August 8, 2019/
South St. from Taylor
Maradik/Dorau
Parade
4:00 p.m. to
St. east to Lafayette
7:00 p.m.
Blvd., North to
Jefferson Blvd., West to
Williams St., South to
Four Winds Field
Graff Bash 5
Street Closure
July 20-21,
Niles Ave. from
Maradik/Dorau
2019/ 7:00 a.m.
Jefferson Blvd. to
to 11:00 P.M.
Washington St.
Arnold Block
Street Closure
July 27, 2019/
Arnold St. from Indiana
Maradik/Dorau
Party
9:00 a.m. to
Ave. to Prairie St.
10:00 P.M.
19'' Annual Kids
Street Closure
August 3, 2019/
Wall St. from Zoo Dr.
Maradik/Dorau
Triathlon
5:30 a.m. to
to Greenlawn, to
1:00 P.M.
Railroad Tracks,
Southwood from
Greenlawn to Belmont,
Belmont from
Southwood to
Greenlawn
Vacation Bible
Street Closure
August 7-10,
S.
