That it is cognizant of the conditions that are imposed in the under- taking and carrying out of urban renewal projects with Federal financial assistance under Title I, including those relating to (a) the relocation of site occ pants, (b) the provision of local grants -in -aid, and (c) the require- ment that the locality present to the Housing and Home Finance Administrator, as a prerequisite to approval of the application described below, a workable program for community improvement, as set forth in Section 110(c) of Title I, for utilizing appropriate public and private resources to eliminate and prevent the development or spread of slums and urban blight. 4. That the United States of America and the Housing and Home Finance Administrator be, and they hereby are, assured of full compliance by the City of South Bend, Department of Redevelopment, with regulations of the Housing and Home Finance Agency effectuating Title VI of the Civil Rights Act of 1;64. 5.
