RESOLUTION NO. // 7 <br />RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION, <br />GOVERNING BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF <br />REDEVELOPMENT, APPROVING UNDERTAKING OF SURVEYS AND <br />PLANS FOR AN URBAN RENEWAL PROJECT TOTOWN AS THE CENTRAL <br />DOWNTOWN PROJECT AND FILING OF AN APPLICATION <br />WHEREAS, under Title I of the Housing Act of 1949, as amended (herein <br />referred to as "Title I "), the Housing and Home Finance Administrator is <br />authorized to extend financial assistance to local public agencies in the <br />elimination and prevention of the spread of their slums and urban blight <br />through the planning and undertaking of urban renewal projects; and <br />WHEREAS, Title VI of the Civil Rights Act of 1964, and the regulations <br />of the.H using and Home Finance Agency effectuating that Title, provide <br />that no person shall, on the ground of race, color, or national origin, be <br />excluded from participation in, be denied the benefits of, or be subjected <br />to discrimination in the undertaking and carrying out of urban renewal projects <br />assisted under Title I of the Housing Act of 1949, as amended; and <br />WHEREAS, it is desirable and in the public interest that the City of <br />South Bend, Department of Redevelopment make surveys and prepare plans, <br />presently estimated to cost approximately Two hundred seventy four thousand, <br />three hundred fifty eight dollars ($274,358), in order to undertake and <br />carry ou an urban renewal project of the character contemplated by Section <br />110(c) o Title I, in that area proposed as an Urban Renewal Area, situated <br />in the C ty of South Bend, County of St. Joseph, and State of Indiana, <br />which is described as follows: <br />Beginning at a point which is the intersection of the north <br />line of LaSalle Street and the west line of Main Street; <br />thence easterly along the north line of LaSalle Street to <br />the west bank of the St. Joseph River; thence southeasterl# <br />along the west bank of the St. Joseph River to the south line <br />of Jefferson Boulevard; thence westerly along the south line <br />of J fferson Boulevard to the east line of St. Joseph Street; <br />then a southerly along the east line of St. Joseph Street to <br />the ouch line of Monroe Street extended; thence westerly <br />along the south line of Monroe Street to the west line of <br />Main Street extended; thence northerly along the west line <br />of Main Street to the south line of Western Avenue; thence <br />westerly along the south line of Western Avenue to the west <br />alley line of the first alley west of Lafayette Boulevard; <br />thence northerly along said alley extended to the north line <br />of Washington Street; thence easterly along the north line <br />of Washington Street to the west line of Main Street; and <br />thence northerly along the west line of Main Street to the <br />poin of beginning. <br />NOW,ITHEREFORE, BE IT RESOLVED BY THE SOUTH BEND REDEVELOPMENT COMMISSION <br />1. <br />and bli <br />renewal <br />communit <br />of Redev <br />Renewal <br />'hat the proposed Urban Renewal Area described above is a slum, <br />ited, deteriorated, or deteriorating area appropriate for an urban <br />,roject, that the development of such Area for predominately <br />!ntial uses is necessary for the proper development of the <br />i, and that the undertaking by the City of South Bend Department <br />alopment of surveys and plans for an urban renewal project of the <br />contemplated by Section 110(c) of Title I in the proposed Urban <br />â–ºrea. <br />R -144 <br />
