APPLICATION OF RUL <br />Pursuant to the authority granted by Indiana Code, (herein after referred to <br />as IC) IC 8-1.5-3-4(a)(11), the Board of Public Works has the authority to <br />adopt rules for the safe, economical, and efficient management and protection <br />of Utility. <br />The rules and regulations, as hereinafter set forth and as amended and <br />supplemented from time to time, shall govern all service rendered or to be <br />rendered by the City of South Bend Municipal Utilities. These rules and <br />regulations shall also govern all service rendered or to be rendered by <br />utilities that are managed and/or operated by the City of South Bend <br />Municipal Utilities. They shall be binding upon every customer and <br />constitute a part of the terms and conditions of service. More explicit rules <br />governing the operation of the sewage utility or the City's refuse service may <br />be found by reference to the South Bend Board of Public Works. <br />II. DEFINITIONS <br />As used in these rules and regulations, the following terms shall have these <br />respective meanings: <br />A. Apartment Building or Complex <br />A building or portion of a building or a series of buildings designed or <br />used as a residence for three (3) or more families living independently <br />of each other and which have a common water meter for three (3) or <br />more families. <br />B. Commission <br />The Indiana Utility Regulatory Commission (I.U.R.C.) to which the <br />Utility is subject. <br />C. Cross Connection <br />Any connection between a safe drinking water supply system, public or <br />private, and a potential source of contamination through which <br />backflow can occur. A DIRECT cross connection physically joins a safe <br />and unsafe system. An INDIRECT cross connection is an arrangement <br />allowing unsafe liquid to be sucked, blown, or diverted into a safe <br />system. <br />D. Curb %Q <br />A valve, usually located near the curb, in the water service line from <br />the water main to the customer for use in controlling the customer's <br />water flow. A CURB BOX or STOP BOX encloses the valve key <br />reaching from the surface down to the valve. <br />I <br />
