Page 2 <br />CTC's Chief Technology Officer, Andrew Afflerbach, Ph.D., P.E., will lead a complementary <br />discussion of technical and strategic issues related to wireless facility siting and carriers' <br />deployment of "small cells" in the City. He will provide an overview of the impact of recent actions <br />by the Federal Communications Commission and will offer strategic guidance on protecting City <br />use of wireless communications and its own assets; managing small cell applications; and setting <br />appropriate fees by documenting your costs to ensure you can recover fees commensurate with <br />those costs. (This CTC blog and its internal links provide background about some of the strategies <br />we consider.) <br />Andrew and I will also facilitate discussion of ways in which the City's wireline broadband goals <br />can support the wireless process, and vice versa, and suggest strategic approaches to ensuring <br />that wireless can enhance the City's broadband equity and access goals. <br />Based on the results of the workshop, Andrew and I will prepare a follow-up memo with our brief <br />assessment of your current status and opportunities —and our recommendations for next steps. <br />Cost: $7,000 plus travel expenses <br />Task 2: Provide Ongoing Strategic and Technical Support <br />Based on the results of the workshop, the strategic direction determined by the participants, and <br />the City's vision for how to proceed, we will be prepared to work with the City to develop and <br />execute a broadband strategy and processes for both wireline and wireless deployment. We will <br />focus on maximizing the City's assets, optimizing the City's processes, seeking to attract private <br />capital, and protecting key policy goals such as equity. <br />Cost: We propose to perform this work on a time -and -materials basis at the City's direction.
