As we discussed, <br />this letter is CTC's proposal to perform a number of tasks for South Bend related to broadband <br />infrastructure planning and strategy. <br />Task 1: Facilitate an Interactive Workshop <br />First, I propose that my colleague, Dr. Andrew Afflerbach, and I will conduct an in-depth, <br />interactive workshop with City staff regarding issues such as: <br />Broadband priorities <br />0 Strategies to attract competitive private fiber deployment <br />Strategies to protect the City's wireless mounting assets in light of preemptive state and <br />federal laws —while leveraging those assets to the greatest degree possible to support <br />the City's broadband goals <br />During this four- to six -hour session, I will present an interactive workshop in which we explore <br />the current state of broadband in South Bend and nationally; work through a process of <br />identifying the City's broadband priorities; and evaluate potential strategies in light of lessons <br />learned elsewhere. I will address issues such as the ways in which the City might make itself <br />attractive for private investment —while also seeking to ensure that private investments meet <br />the City's vision and policy goals for broadband opportunity and equity. <br />ConcordColumbia Telecommunications Corporation <br />r 20895 <br />
