Ms. Smith <br />May 9, 2019 <br />Page 2 <br />There is a need to outline approved or disallowed activities in wellhead protection areas and make <br />suggestions for city or county ordinances that would improve the protection areas <br />meaningfulness. <br />• Create a desktop exercise or emergency response training activity or outline that can be used by <br />the City of South Bend. <br />Our proposal is based on these assumptions. To prepare the 5-year update to the South Bend Water <br />Works Wellhead Protection Plan, we propose the following scope of work. <br />PROJECT SCOPE <br />1. Project Research and Coordination <br />As an initial step in this project, American Structurepoint will review the approved wellhead <br />protection plan, including the wellhead protection area delineations to obtain a thorough <br />understanding of the planning and management objectives of the program. We will also meet <br />with representatives from the South Bend Water Works and other stakeholders to understand the <br />goals and status of the implementation activities over the past five years. Key coordination <br />efforts will include: <br />a. Outlining with the appropriate City of South Bend personnel to discuss the wellhead <br />protection planning objectives, requirements and achievable goals. <br />b. The utilization of previous knowledge and information that can be made available to update <br />the plan. <br />c. Local knowledge of high capacity water users, potential contaminant sources (PCS), and <br />other ongoing inquiries or concerns for the wellhead protection areas. <br />2. Wellhead Protection Area Delineation/Capture Zone Modeling <br />The 5-year update requirements indicate a review of recent well pumping needs to be performed, <br />including an analysis of the production data for the previous five years. This task will include <br />two components — evaluation of production data for the past five years for all wellfields, and re - <br />delineation of the North Wellfield due to development of new wells in this wellfield and the <br />installation of nearby high capacity wells at the hospital. At this time it is assumed the north well <br />field is the only well field that will need to be re -delineated. If additional well fields are to be re - <br />delineated a new scope of work will be determined and submitted for revision to the original <br />agreement at that time. <br />a. Well Production Data Evaluation <br />We will assess the available pumping data for the full annual periods from 2013-2018 to evaluate <br />actual pumping versus estimated pumping as modeled in the wellhead protection area (WHPA) <br />delineation. We will coordinate this analysis with the IDEM Drinking Water Branch to obtain <br />concurrence of which well fields might need a new delineation. <br />b.
