and/or 2) exposing SBPD's incoming social network analyst to a similarly situated analyst in
another city. All travel costs associated with the peer exchanges, including for one NNSC staff
member to facilitate, will be supported by South Bend GVI.
2 Working sessions: NNSC periodically convenes functional teams of experienced practitioners and
expert advisors to address challenges and questions that affect implementation across the three
core elements in the strategy (strategic law enforcement, mobilizing community moral voices, and
specially tailoring social services for those at highest risk of violence). The NNSC will invite South
Bend partners to participate in these sessions, helping to expand their knowledge base, exposing
them to groundbreaking practice nationwide, and offering them the opportunity to contribute their
accumulated knowledge to the state of the art nationally. For example, NNSC has identified 1)
sustainable governance and centralizing accountability for violence reduction in city government
and 2) safety planning for the highest -risk group population as two areas coming ripe for
examination and discussion among the NNSC's peer jurisdictions and anticipates prioritizing these
two topics for further exploration. Any travel costs associated with the working sessions will be
supported by South Bend GVI.
3. Regional Collaboration: As the NNSC has grown and implementation of GVI and similar
approaches has spread nationally, opportunities for regional collaboration among active NNSC
partners have proliferated. Over the last two years, NNSC has begun developing strategies to
maximize regional collaboration among partner jurisdictions in the Midwest, including Gary, IN;
Minneapolis, MN; Detroit, MI; Kalamazoo, MI.; Jackson, MI; Lexington, KY; Chicago, IL, as well as
South Bend. Any travel costs associated with participation in this regional collaboration will be
supported by South Bend GVI.
As part of this contract, South Bend agrees to host a regional convening in the second year of this
contract period and to provide in -kind support as deemed necessary (e.g. working breakfast for
participants).
4. National Conference: The NNSC will hold its fourth national practitioners conference in June
2021. This biannual conference brings together our core partners across the country (expert
practitioners, local and national leaders in violence reduction, academic partners, etc.) to discuss
the innovations that are making communities safer. This conference is an opportunity to link the
people doing and thinking about this work; create opportunities for peer learning and exchange of
information; and advance the groundbreaking practices cities are driving in areas such as the
development of real-time intelligence on groups and group dynamics, safety planning for the
highest -risk populations, community -based tools to intervene in violence dynamics, and strategic
prosecution. NNSC prioritizes attendance at the conference from active GVI practitioners and
anticipates reserving slots for members of the South Bend GVI team. All travel costs associated
with the National Conference will be supported by South Bend GVI.
Budget narrative
The National Network will work directly with local stakeholders to achieve the goals outlined in this
proposal. The National Network requests $27,000 in Contract Year 1 and $23,000 in Contract Year 2 (total
