the development of this area. NNSC will also continue to connect South Bend support and
outreach partners with regional and national peers, so they can continue to develop their
capacity to protect people from harm, work productively with law enforcement and
community partners, and conduct rapid, effective, credible street outreach.
The NNSC will provide assistance within the following three strategy components to assist the South
Bend GVI partnership in accomplishing these goals:
1. Two-year strategic advising plan: The NNSC will provide ongoing strategic advising with the
specific aims of supporting the core South Bend GVI implementation team, including a new project
manager, as well as the SBGVI Core Group. NNSC has outlined a two-year strategic advising
structure that aims to continue to develop and equip local leaders with the tools and expertise to
guide implementation in the future.
2 Access to management and development tools: To support robust implementation currently
and in the future, the NNSC will continue to make available a series of opportunities and tools to
South Bend GVI designed to build local expertise in both the core elements of the strategy and
in collaborative problem solving. These range from a series of planning and management tools
for use by the new project manager and other leading stakeholders to a series of standalone
modules that can be used to deliver trainings and refreshers in core elements of the strategy on
an ongoing basis to whatever audience is necessary.
a Peer support and collaborative learning: The NNSC will facilitate South Bend's participation in
peer learning opportunities with other NNSC sites. This will include peer exchanges to expose
South Bend to different methods and innovations and continue to build its expertise in GVI;
access to subject matter experts, including law enforcement officers, service providers, and
community leaders who have deep firsthand implementation experience; invitations to a series of
regular conferences of experienced peers and expert advisors on the core elements in the
strategy; and other collaborative methods such as conference calls with subject matter experts
and the like.
Strategic advising
The NNSC will continue to provide strategic advising to help key South Bend GVI partners and
stakeholders shift the way they work together, deliver antiviolence messaging, and execute on
enforcement and service promises to reduce violence. This strategic advising will be structured with the
specific intention of developing accountability processes and mechanisms that empower the project
manager and the SBGVI Core Group to ensure fidelity of the implementation as well as ongoing
innovation in pursuit of public safety. NNSC proposes the following elements of strategic advising:
1. Regular implementation reviews: NNSC will continue to regularly conduct implementation
reviews with the South Bend project manager through the use of a comprehensive implementation
review rubric that will serve as a tool for a) quarterly assessment of South Bend's fidelity to the GVI
model, and b) ongoing strategic planning. As part of NNSC's strategic advising, NNSC field staff
will regularly conduct this review in partnership with South Bend's project manager in order to
