INTER -OFFICE MEMORANDUM <br />DEPARTMENT OF PUBLIC WORKS <br />DIVISION OF ENVIRONMENTAL SERVICES <br />TO: Board Members, Board of Public Works <br />FROM: Nancy Clay <br />SUBJECT: Dry Polymer Flocculent Bid <br />DATE: May 9, 2019 <br />Dear Board Members, <br />Regarding the awards for the Water Treatment Chemicals 2019-2020, 1 would like to elaborate <br />on our decision to select Solenis LLC for the Dry Polymer Flocculent. <br />Per the specs this is a performance -based product and requires that any new vendor conduct <br />testing of their product at the Wastewater Treatment Plant to prove performance. Solenis <br />performed jar testing as well as a full-scale test on all four of the Belt Filter Presses. <br />The results are attached and as you can see they achieved a high percent solid and it required <br />less product to obtain this result. The per pound price is higher than Polydyne, but per ton it is <br />$2.20 less. This will not only provide a better biosolid product for land application, but due to <br />the higher solids content and reduction in the water content, the trucking costs to deliver the <br />biosolids to the farm fields will also decrease. <br />I respectfully request that the Board award the bid to Solenis LLC. <br />Nancy Clay <br />Operations Manager <br />Wastewater/Organic Resources <br />574-235-5793 <br />
