2. <br />3. <br />t the financial assistance available under Title I is needed to <br />ble the City of South Bend, Department of Redevelopment to finance <br />planning and undertaking of the proposed Project. <br />T at it is cognizant of the conditions that are imposed in the under - <br />t king and carrying out of urban renewal projects with Federal <br />f nancial assistance under Title I, including those relating to <br />( ) the relocation of site occupants, (b) the provision of local <br />g ants -in -aid, and (c) the requirement that the locality present to <br />tie Secretary of the Department of Housing and Urban Development, as <br />a prerequisite to approval of the application described below, a <br />w rkable program for community improvement, as set forth in Section <br />Ml(c) of Title I, for utilizing appropriate public and private <br />stsources to eliminate and prevent the development or spread of <br />ums and urban blight. <br />4. T at the United States of America and the Secretary of the Department <br />o Housing and Urban Development be, and they hereby are, assured of <br />f 11 compliance by the City of South Bend, Department of Redevelopment <br />w th regulations of the Department of Housing and Urban Development <br />e fectuating Title VI of the Civil Rights Act of 1964. <br />5. Tat it is the sense of this body (a) that a feasible method for the <br />location of individuals and families displaced from the Urban <br />R newal Area, in conformity with the requirements of Title I, can be <br />p pared, and (b) that local grants -in -aid can and will be provided <br />i an amount which will be not less than one -third of the Net Project <br />C st of the Project and which, together with the Federal capital grant, <br />w'll be generally equal to the difference between Gross Project Cost <br />a d the proceeds or value of project land sold, leased, or retained <br />f r use in accordance with the urban renewal plan. <br />6. Tat the filing of a revised application by the City of South Bend, <br />D partment of Redevelopment for an advance of funds from the United <br />S ates of America in an amount not to exceed Fifty Two Thousand <br />0 e Hundred Fifty Seven Dollars ($52,157.00) for surveys and plans <br />f r an urban renewal project in the proposed Urban Renewal Area, <br />d scribed above is hereby approved, and that the Executive Director <br />i hereby authorized and directed to execute and file such appli- <br />c tion with the Secretary of the Department of Housing and Urban <br />velopment, to provide such additional information and to furnish <br />s ch documents as may be required by the Secretary, and to act as <br />t e authorized representative of the City of South Bend, Department <br />o Redevelopment. <br />Adopted at the Regular <br />on October 19, 1967, at <br />Suite 1001, South Bend, <br />Meeting of the South Bend Redevelopment Commission held <br />the Office of the Commission, 120 West LaSalie'Avenue, <br />Indiana. <br />-2- <br />
