I beg to <br />state I consider this assessment unjust and exorbitant to the people of St. Joseph's <br />Parish. Everybody knows the little section of alley was paved pr:itarily in the interest <br />of the owner of houses recently erected on east side of this section. There was no talk <br />of paving this little section before the_ present owner bought this property and built, <br />these houses. There is ,no paving done above or below this short section and several <br />streets . on. this side of the city arc not yet paved. The whole business is a strange mariner <br />of procedure. Your Board has not I think gone into the case sufficiently and has not <br />dealt with it in a manner satisfactorily to those on whose khoulders is placed the burden <br />of payment.
