Version 6-8-2017 <br />APPENDIX "A" <br />SERVICES TO BE FURNISHED BY CONSULTANT: <br />In fulfillment of this Contract, the CONSULTANT shall comply with the requirements of the appropriate regulations <br />and requirements of the Indiana Department of Transportation and Federal Highway Administration. <br />The CONSULTANT shall be responsible for performing the following activities: <br />Understanding <br />The purpose of this project is to replace school speed zone sign assemblies with flashing <br />beacon sign assemblies at approximately 39 schools within the City of South Bend. <br />The project calls for replacing signage within school zones and determining the appropriate <br />placement and use of signage enhanced with flashing beacons. <br />This contract covers preliminary engineering activities, which include design and preparation <br />of contract documents for letting. The project will be let through the INDOT LPA process in <br />accordance with HSIP funding requirements. <br />LPA staff will be responsible for seeking changes to ordinances, if required. The LPA will be <br />responsible for programming flashing time once the assemblies are installed. <br />Scope of Services — School Flashers Design <br />Determine the appropriate use of flashing beacons <br />1. Review the posted speed limits on roads near the selected schools, both the <br />school zone speed limit and the off -hours "regular" speed limit. <br />2. Review the LPA's school zone speed limit ordinance for a definition of a <br />"school zone" and applicability of the reduced speed limit. <br />3. In conjunction with the LPA, determine which of the schools and which <br />frontages should have a school zone speed reduction with flashing beacons <br />installed. <br />Gather existing data <br />1. Obtain GIS layers, as available, to assist in generating base maps for the <br />design plans. <br />2. Use online mapping tools supplemented with on -site field checks to <br />determine the approximate locations of existing school zone signage. <br />Prepare plan sheets <br />Create base maps for each school area using GIS mapping. <br />Plot the approximate locations of existing school zone signage (not to scale). <br />19 <br />
