Prepare a basis of design memorandum ("Memo"), which will include: <br />a. summary of Engineer's understanding of existing conditions and rehabilitation needs, <br />assumptions and exclusions; <br />b. supply wells equipment condition assessment, electrical and controls assessment <br />production capacity estimation and water quality summary; <br />c. filter condition assessment including filtration performance, underdrain system, filter <br />media, hydraulic control, valves, electric actuators, operational flexibility with respect to <br />treatment train isolation and associated controls; <br />d. high service pump equipment condition assessment including pumps, motors, variable <br />frequency drives and controls; <br />e. electrical system summary including emergency backup power operational needs, <br />automatic transfer switch and associated controls; <br />f. rehabilitation/replacement options for the aforementioned supply and treatment <br />components available to Owner and, after consultation with Owner, recommendations <br />to Owner those solutions which in Engineer's judgment meet Owner's requirements for <br />the Project; <br />g. schematic layouts, sketches, and conceptual design criteria with appropriate exhibits to <br />indicate the agreed -to requirements, considerations involved, and those alternate <br />solutions available to Owner which Engineer recommends; <br />h. list applicable codes and permits and subsequent requirements; <br />i. description of design approach to facility rehabilitation by each engineering design <br />discipline as required (utility coordination, survey, geotechnical investigation, civil/site, <br />structural, architectural, process, mechanical, plumbing, electrical and controls); and <br />j. Opinion of Probable Construction Costs (Association for the Advancement of Cost <br />Engineering, AACE class 4) for each recommended improvement as well as an estimate <br />of costs of design, professional services and allowances. <br />3. Furnish one electronic copy of the Memo to Owner. <br />4. Conduct in -person review meeting with Owner. <br />B. Memo Review <br />1.
