CITY OF SOUTH BEND OFFICE OF THE CLERK
Councilmember Tim Scott stated, The Bus Tours were great. If we can do those, I suggest we do
that. There are other areas in the First (1St) District that have come up. I know all of us have big
districts and I'm sure we can highlight other areas within them.
Committee Chair White stated, I know we have the forth (4th), fifth (5th) and sixth (6th) districts
yet to do. I will continue to reach out. Again, TRANSPO has been really supportive. Having their
support allows the Council to have more of our citizens to be part of that. More than likely after
the weather breaks, we will be scheduling those as well.
Committeemember Jo M.Broden stated,Thank you for your report. I think the neighborhood tours
by bus are excellent. I appreciate being part of that. I think that's actually helped with a lot of
issues and awareness and responsiveness from the Council. I would like to see some analysis of
neighborhood groups and associations and where there are gaps in our City. Where are people not
connected and where is there not an existing group? And, or, in lieu of an existing group, if there
is information that could be put in place that is a communication tour for the neighbors. Or,
something proactively on our part. But,how can we look to that? There are, at least in my district,
major areas of the City that aren't linked in and connected. I don't think we can assume they are
informed, right? I think that survey data that was run would tell us. I said that too quickly, but I
think we know what I'm getting at.
She continued, Then related to that is a lot of discussion in our last budget process about the
Neighborhood Resource Connection and how their annual plan will interface with the
Administration. I think that's really important.
Committee Chair White interjected, I'm aware that in May they may be experiencing some
leadership changes. So, I think having that discussion is very timely.
Committeemember Broden went on, Then, with regard to the residential market potential, I like
those sorts of next steps related to the Committee. And there has been a lot of activity related to
that so a real formal catch-up, I think, would be helpful. I would actually like to get a better
understanding on some of the commercial small business, kind of an understanding of their
utilization. I think Councilmember Scott has some stuff in his district on Portage, but I think we
all have a sense of the areas in terms of vibrancy and their ability to serve the neighborhoods. Then
related to that, I do really think revitalization organizations, specifically the NNRO or 466Works,
their neighborhood is really categorized as a non-profit. I'm wondering about the ability,or if there
is technical assistance or support, or something that can help build those like-models and like-
organizations within other areas of our City. I think what that does is it brings together intentional
City partnerships, major employers, service providers and they are all around the table problem-
solving. So, while we have some areas of our City covered, I think we have large areas that aren't.
Committee Chair White stated, That might be an opportunity to pool all those different initiatives
together that we know are underway. I think it would be a good opportunity for us to have that
discussion to see exactly how all of these different entities and constituents are being interfaced.
Also, how can others learn from what they've done?
Committeemember Broden continued,And I do like the update we had with regard to the Southeast
Neighborhood Plan. We actually got, kind of, a status report on that plan. Progress to date, next
step, sort of,what is in the hopper. So, if there is some evaluation, and I don't know if it would be
EXCELLENCE I ACCOUNTABILITY j INNOVATION I INCLUSION EMPOWERMENT
455 County-City Building 1227 W.Jefferson Bvld South Bend,Indiana 46601 p 574.235.92211 f 574.235.9173 I 10574.235.5567 wvvw.southbendin.gov
2
