:10. <br />RESOLUTION NUMBER 478 <br />RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION <br />GOVERNING BODY OF THE DEPARTMENT OF REDEVELOPMENT OF <br />THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE FILING <br />OF A HARDSHIP AMENDATORY LOAN AND GRANT APPLICATION FOR <br />• PROJECT NUMBER, INDIANA R -66. <br />i <br />WHEREAS, it is necessary and in the public interest that the Department <br />of Redevelopment of the City of South Bend avail itself of the financial assist- <br />ance provided by Title I of the Housing Act of 1949, as amended, to carry out the <br />urban renewal project described as Central Downtown Area, Indiana R -66, and bounded <br />generally by: <br />Beginning at a point formed by the intersection of the <br />North ROW line of LaSalle Avenue and the West ROW line <br />of Main Street; thence South along the West ROW line of <br />Main Street to the North ROW line of Washington Street; <br />thence West along the North ROW line of Washington Street <br />to the West ROW line of LaFayette Boulevard; thence South <br />along the West ROW line of LaFayette Boulevard to the South <br />ROW line of Jefferson Boulevard; thence East along the <br />South ROW line of Jefferson Boulevard to the West ROW line <br />of Main Street; thence South along the West ROW lineof Main- <br />Street to the South ROW line of Monroe Street; thence East <br />along the South ROW line of Monroe Street to the West ROW <br />I ARIk, line of Fellows Street; thence South along the West ROW <br />line of Fellows Street to the South ROW line of Monroe <br />Street; thence East along the South ROW line of Monroe <br />Street and proceeding in a Northeasterly direction along <br />said ROW line to the center of the St. Joseph River; <br />thence proceeding in a Northwesterly direction along the <br />center of the St. Joseph River to the North ROW line of <br />LaSalle Avenue; thence West along the North ROW line of <br />LaSalle Avenue to the West ROW line of Main Street which <br />is the point of beginning: <br />hereinafter referred to as the "Project "; and <br />WHEREAS, it is recognized that the Federal contract for such financial <br />assistance pursuant to said Title I will impose certain obligations and respon- <br />sibilities upon the Local Public Agency and will require among other things: <br />(1) the provision of Local grants -in -aid; (2) a feasible method for the re- <br />location of individuals and families displaced from the project area; and (3) <br />other local obligations and responsibilities in connection with the undertaking <br />and carrying out of urban renewal projects; and <br />WHEREAS, Title VI of the Civil Rights Act of 1964 prohibits discrimination <br />on the basis of race, color, or national origin under any program or activity re- <br />ceiving Federal financial assistance and Executive Order 11063 prohibits discrimina- <br />tion on the basis of race, color, creed, or national origin in the sale, lease, or <br />other disposition of residential property (including land intended for residential <br />use) or in the use or occupancy thereof; and <br />WHEREAS, the Local Public Agency has elected to make relocation payments <br />in excess of $25,000, it is recognized that such payments are to be made in accord- <br />ance with the regulations governing relocation payments; and the Local Public Agency <br />has, or will have, available local funds. <br />WHEREAS, the objectives of the Urban Renewal Plan cannot be achieved through <br />more extensive rehabilitation of the Project area: <br />NOW, THEREFORE, BE IT RESOLVED BY THE SOUTH BEND REDEVELOPMENT COMMISSION <br />OF THE DEPARTMENT OF REDEVELOPMENT: <br />1. That the United States of America and the Secretary of Housing <br />and Urban Development be, and they hereby are, assured of full <br />compliance by the Department of Redevelopment with regulations <br />of the Department of Housing and Urban Development effectuating <br />.
