X11. <br />si <br />FINDING OF FACTS OF SOUTH BEND <br />REDEVELOPMENT CONMIISSION REGARDING <br />MONROE- SAMPLE DEVELOPMENT AREA <br />MARCH 20, 1981 <br />The South Bend Redevelopment Commission has conducted a study of the <br />Monroe- Sample Development Area. Based upon that study and following the <br />other procedures required by I.C. 18 -7 -7 (the "Act ") including public hear- <br />ing, the Redevelopment Commission hereby finds that the area has become <br />blighted to such an extent that such conditions cannot be corrected by the <br />regulatory process or by ordinary operations of private enterprise without <br />resort to the provision of the Act and that the public health and welfare <br />will be benefited by the acquisition and redevelopment of the area under <br />the provision of the Act. This finding is based on the following informa- <br />tion: <br />1. Twenty -nine (29) per cent of the land within the <br />boundaries of the Monroe - Sample Development Area <br />is currently vacant; <br />2. In the last ten years, the residential population has <br />declined dramatically. Since 1970 the population of the <br />area has declined 46 per cent, from 891 to 486, and the <br />number of housing units has decreased 42 per cent, form <br />387 to 225; <br />3.
