X11.
si
FINDING OF FACTS OF SOUTH BEND
REDEVELOPMENT CONMIISSION REGARDING
MONROE- SAMPLE DEVELOPMENT AREA
MARCH 20, 1981
The South Bend Redevelopment Commission has conducted a study of the
Monroe- Sample Development Area. Based upon that study and following the
other procedures required by I.C. 18 -7 -7 (the "Act ") including public hear-
ing, the Redevelopment Commission hereby finds that the area has become
blighted to such an extent that such conditions cannot be corrected by the
regulatory process or by ordinary operations of private enterprise without
resort to the provision of the Act and that the public health and welfare
will be benefited by the acquisition and redevelopment of the area under
the provision of the Act. This finding is based on the following informa-
tion:
1. Twenty -nine (29) per cent of the land within the
boundaries of the Monroe - Sample Development Area
is currently vacant;
2. In the last ten years, the residential population has
declined dramatically. Since 1970 the population of the
area has declined 46 per cent, from 891 to 486, and the
number of housing units has decreased 42 per cent, form
387 to 225;
3. There are 268 structures in the area and approximately
42 per cent are deficient, requiring varying amounts of
structural repair.
The $ntith Rend Redevelopment LOmmir,S7Cn finds ,`icit it viii be OF
public benefit to the public health and welfare to redevelop the Monroe -
Sample Development Area.
ATTEST:
on, Secretary
F.
