a. Promote the development of commercial and industrial <br />expansion within planned sub - areas. <br />b. Expand the supply of housing for low and moderate <br />income families by rehabilitation and infill con- <br />struction. <br />2. Stimulate private sector participation and investment <br />consistent with overall goals and objectives. <br />3. Increase the tax base of the area. <br />4. Target applicable jobs created to CETA eligible <br />individuals. <br />C. Types of Proposed Redevelopment Activities <br />Realization of the Development Area objectives will be ac- <br />complished by a combination of public and private actions. <br />These actions include, but are not limited to, the following: <br />property acquisition, relocation, clearance, vacation and <br />dedication of public rights -of -way, provision for public <br />facilities and improvements and any other activity pertaining <br />to planning and implementing an urban redevelopment plan. <br />III. LAND USE <br />A. Designation of Sub -Areas <br />The Monroe - Sample Area is currently subject to conflicting <br />land -use patterns. In order to stabilize the area and allow <br />for orderly growth and development, several sub -areas have <br />been designated and are identified on Map 1. <br />Residential: The residential neighborhood north of Bronson <br />is to be strengthened through housing rehabilitation pro- <br />grams. New construction that is compatible with the exist- <br />ing character of the neighborhood will be encouraged. There <br />should be some selective moving of houses from the light <br />industrial area South of Bronson to fill in some of the <br />vacant lots in the sub -area. The proposed historic district <br />along St. Joseph and Carroll Streets can include professional <br />office use as well as residential. <br />Commercial: Three sub -areas are identified for commercial <br />development. They are located along Michigan, Monroe and <br />Lincolnway East. Residential use in this sub -area would <br />only be allowed in mixed -use structures. <br />3 2/2/81 <br />
