INTRODUCTION <br />The Monroe - Sample Development Area provides the City of South Bend <br />an opportunity to focus on conflicting land -use patterns that currently <br />exist and plan for orderly stabilization and growth in a neighborhood that <br />has deteriorated over recent years. The Area, consisting of approximately <br />82 net acres, is adjacent to the southeast portion of the Central Business <br />District and currently contains residential, commercial and industrial uses <br />as well as a large amount of vacant land. The Development Plan that follows <br />is designed to establish specific sub -areas for each of thbse uses, buffer- <br />ing one from the other by landscaping and changing traffic patterns that <br />will enable each sub -area to function independently of the others. At the <br />same time the Plan recognizes that the sub -areas can be supportive of each <br />other by creating and retaining jobs, and reinforcing the existing resi- <br />dential area with housing for an available nearby work force. <br />Acquisition, relocation and clearance activities are to be princi- <br />pally located in the industrial sub -area with some additional activity <br />occuring in the commercial area. Through assemblage of land, various size <br />sites will be made available to private developers. In conjunction with <br />this, the Department of Redevelopment will seek commitments from businesses <br />locating in the area to target jobs to C.E.T.A. eligible individuals. <br />Building on the strength of the possible historic district along <br />St. Joseph and Carroll Streets and the newly created Edgewater Place <br />Historic District opposite the Development Area, the primary emphasis in <br />the residential neighborhood will be on rehabilitation of existing housing. <br />Additionally, some houses currently located in the industrial and commercial <br />sub -areas will be moved to new locations north of Bronson Street and new con- <br />struction will be encouraged on existing vacant lots. <br />With the adoption of this Plan, South Bend is in a position to re- <br />vitalize the Monroe - Sample area. Through the cooperation and involvement <br />of both the public and private sectors, this area can become a vital resi- <br />dential and industrial neighborhood area that compliments the downtown and <br />adds significantly to the tax base of the City. <br />2/2/81 <br />
