FINDING OF FACTS OF SOUTH BEND <br />REDEVELOPMENT COMMISSION RE: EAST <br />BANK DEVELOPMENT AREA <br />December 19, 1930 <br />The South Bend Redevelopment Commission has conducted a study of the <br />East Bank Development Area and has found that the area has become blighted <br />and conditions can not be corrected by the regulatory process or by ordi- <br />nary operations of private enterprise. This finding is based on the <br />following information: <br />1. Forty -seven (47) per cent of the land within the boundaries <br />of the East Bank Development Area is currently vacant; <br />2. The entire area has been zoned "D" light industrial since <br />1922 and in spite of this, industrial use has declined; <br />3. The declining industrial use has had a deteriorating effect <br />on residential and commercial property. Since 1960 the <br />population of the area has declined 78 per cent, from 262 <br />to 57, and the number of households has decreased 84 per <br />cent, from 130 to 21; <br />4. There are 86 structures in the area and approximately 25 <br />per cent are deficient, requiring varying amounts of <br />structural repair; <br />5. The current assessed valuation of the entire area is <br />$1,701,730. <br />The South Bend Redevelopment Commission finds that it will be of public <br />benefit to the public health and welfare to redevelop the East Bank Develop- <br />ment Area. <br />Nimtz, 1"resiaent <br />opment Commission <br />ATTFST- <br />
