4( . it <br />�m <br />84010"1) <br />FINDING OF FACTS <br />MONROE- SAMPLE DEVELOPMENT AREA <br />August 26, 1983 <br />The South Bend Redevelopment Commission has conducted a <br />study of the Monroe - Sample Development Area ( "Area "). Based upon <br />that study and following the other procedures required by I.C. <br />36 -7 -14 (the "Act ") including public hearing, the Redevelopment <br />Commission hereby finds that the area has become blighted to such <br />an extent that such conditions cannot be corrected by the <br />regulatory process or by ordinary operations of private <br />enterprise without resort to the provision of the Act and that <br />the public health and welfare will be beneftied by the <br />acquisition and redevelopment of the area under the provision of <br />the Act. This finding is based on the following information: <br />1. Between 1970 and 1980 the population of the Area <br />has declined 550, from 1522 to 689. <br />2. Between 1970 and 1980 the number of dwelling units <br />has declined 35%, from 631 to 414, and the number <br />of households has declined 420, from 536 to 311. <br />3. The vacancy rate in the Area has increased from 15% <br />vacant in 1970 to 22% vacant in 1980, an increase <br />of 46%. <br />The South Bend Redevelopment Commission finds that it will <br />be of public benefit to the public health and welfare to <br />redevelop the Monroe - Sample Development Area. <br />
