Based upon
that study and following the other procedures required by I.C.
36 -7 -14 (the "Act ") including public hearing, the Redevelopment
Commission hereby finds that the area has become blighted to such
an extent that such conditions cannot be corrected by the
regulatory process or by ordinary operations of private
enterprise without resort to the provision of the Act and that
the public health and welfare will be beneftied by the
acquisition and redevelopment of the area under the provision of
the Act. This finding is based on the following information:
1. Between 1970 and 1980 the population of the Area
has declined 550, from 1522 to 689.
2. Between 1970 and 1980 the number of dwelling units
has declined 35%, from 631 to 414, and the number
of households has declined 420, from 536 to 311.
3. The vacancy rate in the Area has increased from 15%
vacant in 1970 to 22% vacant in 1980, an increase
of 46%.
The South Bend Redevelopment Commission finds that it will
be of public benefit to the public health and welfare to
redevelop the Monroe - Sample Development Area.
