<br />I am enclosing herewith copy of letter received from John W. Alvwrd
<br />Chief Engineer, U. S. Housing Corporation, cene"erning the sewer on Webster Street
<br />the pavement, curbs and gutte-rs an the ,same street, which will be, improved tnd the
<br />cost spread in accordance to the -laws- -governing special assessments for local
<br />improvements. `
<br />This letter explains itself, and the subject matter. I presume, will
<br />also govern in regard to the local improvements on Dubail Avenue and also on Douglas
<br />Street, from Dubail Avenue.to OliverStreet.

<br />From yourrepert in the matter of the proposed housing developments
<br />in South Bend, Indiana,, it is mq understanding that the City is willing to install
<br />all water mains and service connections to the curb at their own expense. Further,
<br />it is •my , understanding that a sower is to be constructed under Webster Street between
<br />Prairie Avenue and Donald: Street and that the same,will be paved, curbed and guttered
<br />The expense of this improvement is to be paid ter f.or by a special assessment assessed
<br />against the adjoining property, in accordance with the laws, providing for the
<br />loving of such assessment upon both sides of the street equally.
<br />This? .pr.spas ition is satisfactory to me and I hereby authorize you -to
<br />take the necessary steps to have -the matter acted u'on by the City officials in
<br />order.that there may be no delay, .as it is highly 'important that work be started
<br />at onge.
<br />At the same time, will you raquest them to adopt a resolution or take
<br />any. other proper procedure, waiving the City's building and sanitary laws in so far
<br />as the construction and maintenance of the Goverment project, wit& allits appur-
<br />tenances, .is invilved?

<br />This will acknowledge receipt of our letter e f October l9th. ,
<br />enclosing a aopy*of letter of October 15th. from John Alverd Chief Engineer relative
<br />to the United Staos Housing Project in this City. I draw your attention tothe
<br />language in the 3rd. Line of Mr. Alvord's letter as follows: It is my understanding
<br />tha,tithe City is willing to install all water mains, add service connections to the
<br />curb at their own expense.
<br />Under ordinance of the City, the City has a form to let contract under
<br />proper advertising 0 for the installing of all service connections on proposed improve-
<br />6
<br />menus, but the .4butting property owners have the right to install these under private
<br />contract, but in the event that the same are not instilled under private contract,'
<br />the City can then install the service connections and charge the same againtt the
<br />abutting property owner.
