CONSTRUC'VION SERVICES <br />November 30, 2018 <br />Toy Villa <br />Construction Manager <br />City of South Bend <br />337 West Jefferson Blvd. <br />Suite 1300 N <br />South Bend, Indiana 46601 <br />INNOVATIVE IDEAS <br />EXCEPTIONAL DESIGN <br />RE: Bid Recommendation <br />Fat Daddy's Building Demolition (Project NO. 118-066) <br />DLZ Project No. 1861-5574-50 <br />Dear Mr. Villa <br />ON November 27, 2018, seven (7) bids were received and publicly opened by the City of South Bend Board of <br />Public Works (Board) for the Fat Daddy's Building Demolition Project. A certified tabulation has been <br />completed and it attached. DLZ reviewed the submitted documents and offers the following analysis: <br />1) The lowest Base Bid was submitted by R&R Excavating, Inc. (R&R) in the amount of $500,000.00. <br />R&R acknowledged receipt of Addendum No. 1 and provide all required documentation that was <br />to be submitted with their Bid. <br />2) JW Concrete & Excavation (JW) did not provide written documentation acknowledging receipt of <br />Addendum No. 1 with their Bid. A representative of JW was at the November 27, 2018 Board <br />Meeting and verbally confirmed that they did receive Addendum No. 1. The discrepancy in receipt <br />of Addendum No.1 did not affect the conclusion that the lowest Base Bid was submitted by R&R. <br />3) G.E. Marshall, Inc. (G.E. Marshall) provided a Base Bid in the amount of $760,300.00. However, <br />G.E. Marshall did not calculate their Base Bid properly. Adding up the individual bid items, their <br />total Base Bid amount equals $754,494.51. The discrepancy in their Base Bid amount does not <br />affect the conclusion that the lowest Base Bid was submitted by R&R. <br />It is DLZ's understanding that based on budgetary constraints and the nature of the salvaged items identified <br />in the mandatory Alternate Bid items, the Board intends to award the base bid plus Alternate No. 1 and <br />Alternate No. 3.
