TITLE VI OF THE CIVIL RIGHTS ACT OF 1964: PLAN FOR NON-DISCRIMINATION AND <br /> ACCESSIBILITY OF SOUTH BEND SERVICES, PROGRAMS, AND ACTIVITIES INDEPENDENT <br /> OF BUILDINGS AND FACILITIES <br /> No person in the United States shall, on the ground of race, color, or national origin, be excluded <br /> from participation in, be denied the benefits of, or be subjected to discrimination under any <br /> program or activity receiving Federal financial assistance. <br /> --Title VI of the Civil Rights Act of 1964 <br /> South Bend offers its citizens a wide variety of services, programs, and activities. These <br /> include informational, educational, recreational, and civic engagement opportunities, including <br /> public meetings, public hearings, informational presentations and open houses. It is the policy of <br /> the City of South Bend that its services, programs and activities be readily accessible and usable <br /> by persons with disabilities. It is further South Bend's policy to not discriminate against any <br /> person on the basis of race, color, age, gender, disability, military status, national origin, English <br /> proficiency, income status, sexual orientation or gender identification in any of these City <br /> services, programs and activities. The City is committed to full and complete compliance with <br /> Title VI of the Civil Rights Act of 1964(42 U.S.C. 2000d referred to as"the Act")and its regulations. <br /> A non-exhaustive list of City services, programs and activities is available upon request to the <br /> City's ADA/Title VI Coordinator. <br /> South Bend seeks the active and increased participation of minority members of the <br /> community in matters of public policy and decision making, and further seeks participation of <br /> minority persons in all other city services, programs and activities, to be held in places which are <br /> fully accessible. City outreach efforts will continue to be made through social agencies, <br /> community leaders, and through organizations with substantial minority participation or which <br /> protect and promote minority rights. <br /> Auxiliary aids will continue to be available to provide effective communication for persons <br /> with disabilities in City services, programs and activities, and the City will engage qualified public <br /> meeting interpreter services if needed and available. The City's website materials will be created <br /> and updated and expanded to ensure accessibility to persons with disabilities. <br /> All City meeting notices and informational literature about City services, programs and <br /> activities will continue to include notice of the availability of auxiliary aids upon request, and all <br /> efforts will be made to accommodate the needs of persons with disabilities when providing <br /> customer service at City counters and service centers and in other City services, programs and <br /> activities. <br /> Page 111 <br />
