Community Development of the South Bend Department of Community and Economic <br /> Development, with the Controller of South Bend responsible for the receipt, disbursement, <br /> and accounting of all Consortium funds. For purposes of public disclosure on the issuance of <br /> checks, the Consortium will disclose disbursements through the South Bend Board of Public <br /> Works. <br /> 8. Funding of Lead Entity.for Service Rendered Hereunder <br /> (a) The activities undertaken by South Bend, with respect to the formulation, update, <br /> and submission of any required plans, as provided hereunder, shall be funded by each <br /> Consortium member by the provision of in-kind services rendered by each in the <br /> accumulation and compilation of data, the conduct of surveys, inventories, and assessments, <br /> and other such activities necessary to the formulation, and update of required plans. South <br /> Bend, through its Department of Community and Economic Development, shall be <br /> responsible for the final formulation, update and submission of required plans on behalf of the <br /> Consortium. <br /> (b) The activities undertaken by South Bend, with respect to the implementation of <br /> programs within the Consortium, as provided herein, shall be funded by each Consortium <br /> member. South Bend, as representative member of the Consortium, through its Department <br /> of Community and Economic Development, will provide, directly to the Consortium, services <br /> to administer and implement required plans HOME and other NAHA programs within the <br /> Consortium. Other members of the Consortium will compensate South Bend for the provision <br /> of such services based on the nature, subject, and extent of such services. The Division of <br /> Community Development shall assess such services provided to all Consortium members and <br /> shall allocate and bill costs accordingly, <br /> WHEREAS, the St. Joseph County Council and the Common Councils of the Cities of <br /> South Bend and Mishawaka having previously adopted resolutions resolving to approve this <br /> Agreement, and authorizing the execution of this Agreement by the chief elected official of the <br /> respective local unit of general government; and <br /> WHEREAS, it is desirable and advantageous, and in the public interest to enter into an <br /> Agreement for joint and cooperative action, as embodied in this Agreement. <br /> NOW, THEREFORE, the elected officials of each of the aforesaid local units of general <br /> government approve this Agreement, and as authorized representatives of their unit of <br /> government pledges cooperation and enter into such Agreement as previously authorized and <br /> directed. <br /> The said elected officials, in witness whereof, cause this Agreement to be executed <br /> and herein affix their signatures this 2012. <br /> 6 <br />
