<br />The Public Agenda Session of the Board of Public Worlcs was convened at 10:37 a.m. on
<br />Thursday, January 24, 2008 by Board President Mr. Gary A. Gilot, with Board Members Carl P.
<br />Littrell and Donald E. Inks present. Also present was Attorney Thomas Bodnar. Board of Public
<br />Works Clerk, Linda M. Martin, presented the Board with a proposed agenda of items presented
<br />by the public and by City Staff.
<br />Board members discussed the following items from that list.
<br />- Addition to the Agenda
<br />Mr. Gilot noted the addition to the agenda of the December, 2007, Safety Report for the
<br />Division of Engineering.
<br />- Safety Reports -Central Services and Engineering
<br />Mr. Jeff Hudak and Ms. Mary Wisniewski, Central Services, and Mr. Toy Villa,
<br />Engineering, presented their respective Safety Reports for the month of December, 2007.
<br />Both Divisions had no accidents, and no injuries for the month.
<br />- Monthly Performance and Goals Reports -Central Services
<br />Mr. Jeff Hudak and Ms. Mary Wisniewski, Central Services, presented their Monthly
<br />Performance and Goals Report for the month of December, 2007.
<br />- Award Bid -Body Shop Repairs -Pre-Qualification for Future Services
<br />Mr. Jeff Hudak, Equipment Services, requests the Board's approval of three body shops
<br />to do repairs on City vehicles, on a rotating list. Mr. Hudak noted that bids were
<br />requested and received. Mr. Hudak noted that Equipment Services would keep a score
<br />sheet to track money spent to divide the work up evenly. He stated that four of the
<br />businesses do not work on trucks, and that made them non-responsive, as that is part of
<br />the requirement of the specifications.
<br />- Common Wage Scale 2008
<br />Mr. Toy Villa, Engineering, stated that the City needed to establish its own wage scale,
<br />which is the same as the State's, because the State does not have one for projects under
<br />$150,000.00. Mr. Villa noted that it needs to be in writing in our specifications for
<br />projects so it is enforceable. Mr. Littrell noted that the many trades will have wage
<br />adjustments by the end of June, and a new wage scale will be established for July and the
<br />remainder of the year.
<br />- Standards for Design and Construction
<br />Mr. Toy Villa, Engineering, stated that the current Drawing SC-1 does not state the
<br />required standard curb height, which should be six (6) inches. He is requesting the
<br />Board's approval of this Revision for Standard Curb and Modified Curb to include the
<br />required height.
<br />- Maintenance Agreement -Herrman & Goetz, Inc.
<br />Mr. Phil Custard, Purchasing, stated that he had some concerns with the generator
<br />preventative maintenance agreement for the Water Works Division. He noted that it was
<br />a renewal, but it had increased substantially, and quotes had not been requested. Mr.
<br />Gilot asked Mr. Custard to contact the company and see if they would honor their
<br />previous year's agreement price, and if not, we should seek other quotes to compare
<br />prices, and remove the item from the agenda.
<br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS AND TITLE
<br />SHEET -EDDY STREET COMMONS. PHASE II -PARKING GARAGE -PROJECT NO.

<br />In a memorandum to the Board, Mr. Carl Littrell, Engineering, requested permission to advertise
<br />for the receipt of bids for the above referenced project. Also being presented at this time for
<br />approval and execution is the Title Sheet. Upon a motion made by Mr. Inks, seconded by Mr.
<br />Littrell and carried, the above request to advertise was approved, and the Title Sheet was
<br />approved and signed.
<br />APPROVAL OF REOUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - FORTY-
<br />EIGHT (481 MORE OR LESS 2008 OR NEWER FRONT WHEEL DRIVE POLICE PATROL
<br />VEHICLES (POLICE DEPARTMENT)
<br />In a memorandum to the Board, Mr. Jeffrey Hudak, Central Services, requested permission to
<br />advertise for the receipt of bids for the above referenced vehicles. Mr. Gilot questioned whether
<br />the budget for that number of vehicles had been approved. Mr. Hudak stated he had worked with
<br />the Police Department on determining the number and he was told that amount had been
