EXECUTIVE SESSION ATTEST: da M. Martin, lerk 1 FEBRUARY 15 2012 13 REGULAR MEETING FEBRUARY 15 2012 The Board of Public Safety met in the regular meeting at 9:18 a.m. on Wednesday, December 15, 2012, with Board President Patrick Cottrell, Laura Vasquez, Eddie Miller, John Collins, and Luther Taylor present. Also present were Police Chief Darryl Boykins, Fire Chief Steve Cox, and Attorney Andrea Beachkofsky. The meeting was held in the Common Council Chambers, 4th Floor, County City Building, South Bend, Indiana. ACKNOWLEDGE APPOINTMENTS OF ASSISTANT CHIEF OF SERVICES AND ASSISTANT CHIEF OF EMS FOR THE FIRE DEPARTMENT Fire Chief Steve Cox stated he is requesting the Board of Safety acknowledge two promotions to Assistant Chief positions. He stated Captain Todd Skwarcan is being promoted to Assistant Chief of Services and Captain Andrew Myer is being promoted to Assistant Chief of EMS. Mayor Pete Buttigieg was present to pin the badges on newly appointed Assistant Chiefs. Mayor Buttigieg congratulated both Chief's and thanked their families and those firefighters and policemen present for their service and dedication to the City. The Board congratulated the newly promoted Chiefs. APPROVE PROMOTION TO SERGEANT IN SPECIAL ASSIGNMENT — BRYAN MILLER — POLICE DEPARTMENT In a letter to the Board, Chief Darryl Boykins recommended that Private First Class Bryan Miller be promoted to the rank of Sergeant in Special Assignment in the K -9 Unit effective February 15, 2012 with a probationary period of one (1) year. Chief Boykins stated in his letter that PFC Miller was sworn on the department on March 22, 2000. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the recommended promotion to special assignment was approved effective February 15, 2012. Mayor Pete Buttigieg was present and pinned PFC Miller's badge on him. The Board joined the Chief and the Mayor in congratulating him. ACCEPT MINUTES OF PREVIOUS MEETINGS President Cottrell stated the Board would accept the Minutes of the Public Agenda Session, Executive Session, and Regular Meetings of the Board held on January 18, 2012 and the Special Meeting of January 26, 2012 as presented. FIRE DEPARTMENT ACCEPT AND APPROVE RETIREMENT — MARK NOWICKi President Cottrell advised that Fire Chief Steve Cox has submitted to the Board the Application and Declaration for Retirement for Assistant Chief of Services Mark Nowicki effective February 6, 2012. In his letter to the Board, Chief Cox noted that Chief Nowicki has served the Department with loyalty and distinction during the last thirty -two (3 2) years, and two (2) months. Chief Cox joined the Board in thanking him for his commitment, dedication and years of distinguished service to the South Bend Fire Department and the citizens of South Bend. Upon a motion made by Mr. Miller, seconded by Mr. Taylor and carried, the retirement was accepted and approved effective February 6, 2012. ACCEPT AND APPROVE RETIREMENT HOWARD BUCHANON President Cottrell advised that Fire Chief Steve Cox has submitted to the Board the Application and Declaration for Retirement for Fire Chief Howard Buchanon effective February 1, 2012. In his letter to the Board, Chief Cox noted that Chief Buchanon has served the Department for the last thirty - eight (3 8) years, and two (2) months. Chief Cox joined the Board in thanking him for his years of service to the South Bend Fire Department and the citizens of South Bend. Upon a motion made by Mr. Miller, seconded by Mr. Taylor and carried, the retirement was accepted and approved effective February 1, 2012.
