With full committee opened the hearing asking for <br />a report from the Area Plan Commission. Christa Nayder, representing the APC, reported the <br />petition had no remonstrance at its public hearing where it sent a unanimous favorable <br />recommendation to Council. <br />Steve Weaver the owner /petitioner made a brief presentation, saying he had purchased a former <br />vacant commercially zoned home which he has redone into his own home. <br />With no questions Councilmember Varner motioned and Councilmember Gavin Ferlic seconded <br />the petition be sent to Council with a favorable recommendation. All affirmed. <br />Bill No. 72 -11 — Rezone Eddv Knolls Area of Eddv St. Commons <br />Chairperson Oliver Davis noting a substitute bill had been filed accepted a motion from <br />Councilmember Gavin Ferlic and a second from Councilmember Varner supported by all to <br />consider the substitute bill. <br />Christa Nayder, representing the Area Plan Commission presented a site -plan noting minor <br />changes from the original. She reported both the APC staff and the Commission fully endorsed <br />the petition. <br />Mike Danch representing the City of South Bend, South Bend Heritage, and the NNRO said the <br />petition would designate one zoning to a development which previously had five. The housing <br />project would call for 53 home sites for both upper and affordable homebuilders. <br />Tim Sexton representing Notre Dame said while there are design guidelines for the homes, all <br />builders can potentially participate. <br />
