Bill No. 71 -11 — Rezoning of 3311 Mishawaka Avenue This bill would return this property from OB zoning to its original single - family zoning. Zoning & Annexation Chairperson Oliver Davis. With full committee opened the hearing asking for a report from the Area Plan Commission. Christa Nayder, representing the APC, reported the petition had no remonstrance at its public hearing where it sent a unanimous favorable recommendation to Council. Steve Weaver the owner /petitioner made a brief presentation, saying he had purchased a former vacant commercially zoned home which he has redone into his own home. With no questions Councilmember Varner motioned and Councilmember Gavin Ferlic seconded the petition be sent to Council with a favorable recommendation. All affirmed. Bill No. 72 -11 — Rezone Eddv Knolls Area of Eddv St. Commons Chairperson Oliver Davis noting a substitute bill had been filed accepted a motion from Councilmember Gavin Ferlic and a second from Councilmember Varner supported by all to consider the substitute bill. Christa Nayder, representing the Area Plan Commission presented a site -plan noting minor changes from the original. She reported both the APC staff and the Commission fully endorsed the petition. Mike Danch representing the City of South Bend, South Bend Heritage, and the NNRO said the petition would designate one zoning to a development which previously had five. The housing project would call for 53 home sites for both upper and affordable homebuilders. Tim Sexton representing Notre Dame said while there are design guidelines for the homes, all builders can potentially participate.
