CLAIMS REVIEW MEETING JANUARY 31, 2012 27 <br />A Claims Review Meeting of the Board of Public Works was convened at 8:30 a.m. on January <br />31, 2012 by Board President Gary A. Gilot with Board Member Donald E. Inks present. <br />ADDITION TO THE AGENDA <br />Mr. Gilot noted the addition to the agenda of a request for the street vacation of United Drive. <br />APPROVE CLAIMS <br />Mr. Inks stated that a request to pay claims has been received by the Board; each claim is fully <br />supported by an invoice; the person receiving the goods or services has approved the claims; and <br />the claims have been filed with the City Fiscal Officer and certified for accuracy. <br />Mr. Inks stated the following claims were submitted to the board for approval: <br />Name <br />Amount of Claim <br />Date <br />St. Joseph County Housing Consortium <br />$166,935.24 <br />01/09/2012 <br />City of South Bend <br />$2,245,209.79 <br />01/27/2012 <br />City of South Bend <br />$2,147,439.46 <br />01/31/2012 <br />Mr. Inks stated he wanted to review further why the amount of the St. Joseph County Housing <br />Consortium claim was so high. Therefore, Mr. Inks made a motion to approve the claim subject <br />to authorizing the Redevelopment Director to investigate the amount of the Claim and bring it <br />back before the Board if necessary. Mr. Gilot seconded the motion, which carried. After review <br />of the other expenditures, Mr. Inks made a motion that the City of South Bend claims be <br />approved as submitted. Mr. Gilot seconded the motion, which carried. <br />FAVORABLE RECOMMENDATION - PETITION TO VACATE UNITED DRIVE <br />Mr. Gilot indicated that Community and Economic Development has submitted a request to <br />vacate United Drive from Scott Street, northeast to the Penn Central Railroad. Mr. Gilot advised <br />the Board is in receipt of favorable recommendations concerning this Vacation Petition from <br />Community and Economic Development, Engineering, the Fire Department, and the Area Plan <br />Commission. Engineering stated access must be provided to the former MEI Site for demolition. <br />Area Plan stated the vacation would not hinder the growth or orderly development of the unit or <br />neighborhood in which it is located or to which it is contiguous. The vacation would not make <br />access to the lands of the aggrieved person by means of public way difficult or inconvenient. <br />The vacation would not hinder the public's access to a church, school or other public building or <br />place. The vacation would not hinder the use of a public right -of -way by the neighborhood in <br />which it is located or to which it is contiguous. Mr. Gilot questioned if a Memorandum of <br />Understanding had been agreed upon between the City and the owner of the property, Mr. Kevin <br />Smith. Mr. Inks stated it is in the process, not yet finalized. Therefore, Mr. Inks made a motion <br />that the Clerk send a letter to the petitioner recommending approval of the request for vacation <br />subject to the Memorandum of Understanding. Mr. Gilot seconded the motion which carried. <br />ADJOURNMENT <br />There being no further business to come before the Board, upon a motion made by Mr. Gilot, <br />seconded by Mr. Inks and carried, the meeting adjourned at 8:35 a.m. <br />ATT ST: <br />da M.
