DLZ ENGINEERS • ARCHITECTS • SCIENTISTS PLANNERS • SURVEYORS January 24, 2012 Mr. Phil Byrd Director of Real Estate Northeast Neighborhood Revitalization Organization 803 Lincoln Way West South Bend, IN 46616 RE: Eddy Street Corridor, Conceptual Streetscape Study SUPPLEMENTAL AGREEMENT No. 1 Dear Mr. Byrd: DLZ Indiana, LLC (DLZ) appreciates the opportunity to submit this agreement for supplemental services to the above referenced project. At our December 20, 2011 meeting with Northeast Neighborhood Revitalization Organization (NNRO), property / parcel plans of the study corridor and right -of -way (R/W) cross - sections for two alternatives were reviewed and discussed. Regarding one aspect of the review, NNRO expressed support for extending the future SR 23 / South Bend Avenue trail southward from Campeau Street to Colfax Avenue. However, restrictions for expanding the current Eddy Street R/W width south of Madison Street would result in stoppage of the trail at that intersection. NNRO recommended DLZ meet to review the presented material with City Engineering. DLZ met with Mr. Rob Nichols on January 9, 2012. Mr. Nichols believes resolution of the trail connection to Colfax Avenue is necessary under this conceptual streetscape study and has requested DLZ expand the project study area to determine an acceptable alternative route for this connection. Unlike the trail being proposed for Eddy Street, this connection would be an `on- street' standard bike lane. Furthermore, it was discussed that a bike lane connection between Eddy Street and Hill Street/Niles Avenue location and beyond may be of future consideration. The original agreement between the Board of Public Works and DLZ (approved 12/22/11 and attached herewith) will be amended as follows. All other terms and conditions as set forth in the original contract shall remain in full force and effect. Project Description: The expanded study area will incorporate two blocks west of Eddy Street to Notre Dame Avenue, and from Cedar Street, three blocks south to Colfax Avenue into the original study area. Scope of Basic Services: 1. Take and record measurements along Cedar Street, Madison Street, and Frances Street (total 6 blocks) within the expanded study area. Measurement will include width of the roadway, tree lawn, and sidewalk. 2.
