Grauvogel &Associates <br />January 9, 2012 <br />South Bend Redevelopment Commission <br />1200S County-City Building <br />227 West Jefferson Boulevard <br />South Bend, Indiana 46601 <br />Attention: Mr. David Relos, Economic Development Planner <br />Subject: Agreement for Asbestos Survey and IDEM Notification Preparation <br />Ignition Park South Expansion — Batch 3 <br />Dear David: <br />Thank you for this opportunity to submit our Agreement for professional engineering and industrial <br />hygiene services in connection with the identification and removal of asbestos- containing materials from <br />the structures listed below. We understand that you have at least six more units for survey, and possibly <br />more. This proposal offers a per unit price based on a minimum of six units. <br />This investigation will be for purposes of compliance with the National Emissions Standards for <br />Hazardous Air Pollutants ( NESHAPS), specifically the regulations governing asbestos in buildings to be <br />demolished. The proper language for these materials under NESHAPS is regulated asbestos- containing <br />materials (RACM), which includes friable ACM and non - friable ACM that could become friable as a <br />result of the mechanical forces acting upon them during demolition. These are referred to as NESHAP <br />Category I and H non - friable ACM. This terminology is used below. <br />SCOPE OF SERVICES <br />Grauvogel & Associates will provide the services of qualified asbestos inspectors, asbestos project <br />designers, professional engineers and support staff to perform the following: <br />• conduct an inspection of each structure to identify the types and quantities of suspect regulated <br />asbestos - containing materials (ACM) present; to include friable regulated RACM and potentially <br />friable Category IM non - friable ACM <br />• collect sufficient samples of the suspect ACM, and provide laboratory analysis by an EPA <br />recognized laboratory to identify the ACM <br />• prepare a summary report of the types, locations and quantities of the ACM <br />• complete the appropriate sections of the IDEM Notification of Demolition and Renovation <br />Operations; provide the Notification in printed and electronic format for the use by the Commission <br />and prospective demolition contractors <br />• identify as part of the survey other materials that will need special consideration for demolition; this <br />will include, but not be limited to fuel oil tanks (above and below ground) and RCRA hazardous <br />wastes (paint, oil, household wastes) <br />Suspect asbestos - containing material sampling will follow the protocol established by the EPA in the <br />AHERA regulations (40 CFR 763) for schools. Although these regulations do not have jurisdiction over <br />these buildings, they present a logical, comprehensive protocol for identification of ACM which gives <br />accurate and reproducible results.
