South Bend Central Development Area <br /> (7) continued... <br /> reviewing the proposals and conducting these <br /> interviews, the following analysis and <br /> recommendation was drafted by the <br /> interviewers: <br /> The top two proposals were submitted by <br /> Downtown South Bend, Inc. (DTSB) and <br /> Republic. Staff was requested to check with <br /> both of them to make sure a ONE year vs. a <br /> THREE year contract would not significantly <br /> alter either proposal. In general, each finalist <br /> stated they would be willing to work with the <br /> city to enter into a one year contract with <br /> extension options. <br /> The differences between the Downtown <br /> South Bend, Inc. proposal and that of <br /> Republic are quite clear: <br /> 1) DTSB is local, with a proven track record <br /> of customer service using the Ambassador <br /> program with Block by Block management <br /> company, people who are already on the <br /> ground downtown who are familiar with <br /> downtown South Bend. They will have the <br /> opportunity to be cross-trained and become <br /> more cost-efficient in the long run. They are <br /> known and favored by many downtown <br /> businesses, have many years of successful <br /> parking lot management, and offer the <br /> opportunity to coordinate and streamline <br /> management of three other downtown lots. <br /> The DTSB proposal is the ONLY proposal <br /> offering 24 hour/7 day safety and <br /> maintenance patrols, not only throughout <br /> downtown, but once per hour on every floor <br /> 33 <br />
