<br />Therefore, Ms. Maradik made a motion that the recommendation be accepted and the bid be

<br />AWARD QUOTATION — CHARLES BLACK MONUMENT SIGN (2015 PARK BOND)
<br />Mr. Patrick Sherman, Venues, Parks and Arts, advised the Board that on August 28, 2018,
<br />quotations were received and opened for the above referenced project. After reviewing those
<br />quotations, Mr. Sherman recommended that the Board award the contract to the lowest
<br />responsive and responsible bidder, Burkhart Sign Systems, 1247 E. Mishawaka Avenue, South
<br />Bend, IN 46615, in the amount of $39,600. Therefore, Ms. Maradik made a motion that the
<br />recommendation be accepted and the quotation be awarded as outlined above. Ms. Fritzberg
<br />seconded the motion, which carried.
<br />APPROVE CHANGE ORDER NO. 5 — DOWNTOWN CROSS STREET IMPROVEMENTS —
<br />PROJECT NO. 117-041A PALAIS ROYALE HISTORIC PRESERVATION
<br />Mr. Gilot advised that Mr. Toy Villa, Engineering, has submitted Change Order No. 5 on behalf
<br />of Walsh & Kelly, Inc., 24358 SR 23, South Bend, IN 46614, indicating the contract amount be
<br />increased by $31,537 for a new contract sum, including this Change Order, in the amount of
<br />$1,728,726.22. Upon a motion made by Ms. Maradik, seconded by Ms. Fritzberg and carried, the
<br />Change Order was approved. Mr. Gilot noted the funding source on the agenda, RWDA TIF,
<br />was incorrect and should be Palais Royale Historic Preservation.
<br />APPROVE CHANGE ORDER NO. 1 — TWO-WAY CONVERSION OF COLFAX AVENUE —
<br />PROJECT NO. 115-053A (WWDA TIF)
<br />Mr. Gilot advised that Mr. Toy Villa, Engineering, has submitted Change Order No. 1 on behalf
<br />of Rieth-Riley Construction Co., Inc., 25200 State Road 23, South Bend, IN 46614, indicating
<br />the contract amount be increased by $6,500 for a new contract sum, including this Change Order,
<br />in the amount of $553,203.93. Upon a motion made by Ms. Maradik, seconded by Ms. Fritzberg
<br />and carried, the Change Order was approved. Mr. Gilot noted the funding source on the agenda,
<br />Palais Royale Historic Preservation, was incorrect and should be WWDA TIF.
<br />APPROVE CHANGE ORDER NO. 1 — HIBBERD PLAZA IMPROVEMENTS — PROJECT

<br />Mr. Gilot advised that Mr. Toy Villa, Engineering, has submitted Change Order No. 1 on behalf
<br />of R. Yoder Construction, Inc., PO Box 69, Nappanee, IN 46550, indicating the contract amount
<br />be increased by $6,798.54 for a new contract sum, including this Change Order, in the amount of
<br />$451,874.54. Upon a motion made by Ms. Maradik, seconded by Ms. Fritzberg and carried, the
<br />Change Order was approved.
<br />APPROVE CHANGE ORDER NO. 1 — MISHAWAKA AVENUE ROTO ROOTER JETTER
<br />REMOVAL —PROJECT NO. 118-069R (SEWER CAPITAL)
<br />Mr. Gilot advised that Mr. Toy Villa, Engineering, has submitted Change Order No. 1 on behalf
<br />of Selge Construction Co., Inc., 2833 S. llch Street, Niles, MI 49120, indicating the contract
<br />amount be increased by $19,507 for a new contract sum, including this Change Order, in the
<br />amount of $72,307. Upon a motion made by Ms. Maradik, seconded by Ms. Fritzberg and
<br />carried, the Change Order was approved.
<br />APPROVE CHANGE ORDER NO 1 (FINAL) AND PROJECT COMPLETION AFFIDAVIT
<br />— FELLOWS STREET RAISED CROSSWALK — PROJECT NO 117 086 (RWDA TIF)
<br />Mr. Gilot advised that Mr. Toy Villa, Engineering, has submitted Change Order No. 1 (Final) on
<br />behalf of Rieth-Riley Construction Co., Inc. 25200 State Road 23, South Bend, IN 46614,
<br />indicating the contract amount be increased by $2,346.12 for a new contract sum, including this
<br />Change Order, of $106,438.62. Additionally submitted was the Project Completion Affidavit
<br />indicating this new final cost of $106,438.62. Upon a motion made by Ms. Maradik, seconded
<br />by Ms. Fritzberg and carried, Change Order No. 1 (Final) and the Project Completion Affidavit
<br />were approved.
<br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS AND TITLE
