CITY OF SOUTH BEND I OFFICE OF THE CLERK <br /> He went on, The Intake Center was budgeted in our Redevelopment Commission meeting to be <br /> roughly $1.4 million in capital expenses and then annual operations being roughly $260,000. The <br /> recommendations also included site selection criteria. The first(1St)among them is the convenient <br /> access to existing homeless services such as Hope Ministries, Center for the Homeless, Lady of <br /> the Road, Project Homecoming, Life Treatment Center, etcetera. Located near public amenities, <br /> convenient to bus services and other transit, if possible, appropriate distance relative to schools <br /> and youth programs, designed to provide a sense of community and connection with the City, <br /> flexible for the evolution of services to meet need, access to nearby public space, if possible green <br /> space, limited proximity to landowners strongly adverse to the center, and limited alternative <br /> development potential. In the report,those suggestions were listed in the order of importance. <br /> He continued,So first,(1S),starting with where we were in the 2018 budget,combining the Federal <br /> Funds, CDBG and Civil City Funds, we budgeted $230,000. That would support an additional <br /> thirteen (13) units. The Center for the Homeless Works to get direct HUD funding for units and <br /> they're estimated to support fourteen (14) units which, in the past they have had ten (10), so that <br /> is an increase of four(4) units there. Combined, we would have twenty-seven (27) total units and <br /> that is an increase of seventeen (17). With the pending Federal Funds reception as they tend to <br /> come later in the year, we look to be moving forward with that plan. <br /> He went on, In between the working group recommendations and where we are today, an <br /> opportunity became available to potentially get some cost savings. Ivy Tech approached the City <br /> with their portable classroom buildings that had been on their campus for a number of years. We <br /> entered into a donation agreement to move them from the site on the Ivy Tech property over to a <br /> site owned by the Redevelopment Commission located on Michigan. This (referencing a slide in <br /> the presentation) is a rendering that, if they were constructed to be used, there would be <br /> improvements and that is what the Redevelopment dollars would go toward. There would have to <br /> be facilities with utilities on site, as well. <br /> He continued,Here is an overview of a map of what we are looking at currently.The stars represent <br /> key services for the homeless population. The shaded areas represent some of areas we have been <br /> looking at. Some include existing buildings and others are vacant lots. Going off of the number <br /> one (1) criteria coming from the working group being a proximity to services, you can see we are <br /> trying to look at every potential site in that area. Some of these have already started to drop off for <br /> various reasons. One (1) of the suggestions from the neighbors was the Salvation Army Building. <br /> We had approached the Salvation Army and they are not interested in partnering with us on the <br /> long-term. We have also approached the County and they have other plans for parcel H. Parcel C <br /> is getting farther away from those services and also it does not seem like a good fit. Parcel E is too <br /> small as well. There are a lot of potential sites we are looking at on basic feasibility. Is it big <br /> enough? Will it do the job? Does Hope Ministries think it is a good fit? They are still trying to <br /> figure out the basic feasibility. <br /> He went on, We then get to how we come together as a community to figure out what the best site <br /> will be. When we get the final list of feasible sites, our intention is to engage neighborhood <br /> associations and other neighbors such as businesses, land owners and also Council Members to <br /> get everyone's thoughts on what the best spot will be.There is potential for creating a site selection <br /> working group. If that happens, that will certainly slow down progress in terms of getting a <br /> selection but it may be a potential step if there is interest in doing that.
