REGULAR MEETING August 27, 2018 <br /> jobs from Mishawaka to South Bend and will be creating twenty-five (25) new permanent full- <br /> time jobs with salary ranges between $35,000 and $110,000 a year. This is a four (4) year phase- <br /> in abatement. So by year five (5) they will be paying full bode on the property. <br /> Richard Doolittle, 4100 Edison Lakes Parkway, Mishawaka, IN, served as the petitioner for this <br /> bill. Mr. Doolittle stated, It is a 13,500 square foot new construction. It will be fifty percent(50%) <br /> office and fifty percent (50%) warehouse for a company that is a national company. They are <br /> currently located in Mishawaka and they have a subsidiary in South Bend but they intend to <br /> relocate into this building. <br /> Councilmember Oliver Davis asked, Could you share with us the most immediate impact this will <br /> have? <br /> Mr. Buckenmeyer replied, We will see the return on investment as, frankly, a lay return on <br /> investment. It allows us to give something back to a company that is bringing jobs and investment <br /> to the City. Some of our largest taxpayers right now are companies we gave abatements to in years <br /> past. We see this as a critical tool to bring companies and jobs into the City. <br /> Councilmember Oliver Davis followed up, For the future,I would like to know the fastest time we <br /> will see this hit. For the average person saying we are giving off all these tax abatements and they <br /> don't see any return and those kinds of things. What would be your argument that would help that <br /> person understand? <br /> Mr. Buckenmeyer replied, If you are asking for the specific return on investment and the year we <br /> break even on the investment, I don't have that in front of me and I apologize. I can certainly <br /> communicate that back to you. <br /> Councilmember Oliver Davis stated, In the future that should be in the presentation because we <br /> are being asked about that a lot more. <br /> Mr. Buckenmeyer replied, The full taxes abated will be just over $100,000 and then the full tax <br /> amount they will be paying after five (5) years is $144,000 a year. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> None from the public wished to speak in favor of or opposition to this bill. <br /> Councilmember John Voorde made a motion to adopt Bill No. 18-38. Councilmember Oliver Davis <br /> seconded the motion which carried by a roll call vote of eight(8) ayes. <br /> 18-40 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROVING A PETITION OF THE AREA <br /> BOARD OF ZONING APPEALS FOR THE <br /> PROPERTY LOCATED AT 213 AND 217 <br /> SOUTH MAIN STREET <br /> Councilmember Oliver Davis, chair of the Zoning and Annexation Committee, reported that they <br /> met this afternoon and send this bill forward with a favorable recommendation. <br /> Angela Smith, Deputy Director of the Area Plan Commission with offices on the 111' floor of the <br /> County-City Building, South Bend, IN, served as the presenter for this bill. Ms. Smith stated, The <br /> petition before you seeks a special exception use on the corner of Wayne and Jefferson. The <br /> proposed commercial building to go in the vacant parcel has a proposed coffee shop on the <br /> southern portion. The special exception is to allow for a drive-thru. In the Downtown District and <br /> the Central Business District, drive-thrus are special exceptions. So the proposal is at this southern <br /> location here (referencing a slide in the presentation which is available in the City Clerk's Office) <br /> there would be a pickup window.Motorists would come in on Main Street and exit on Main Street. <br /> This comes to you from the Area Board of Zoning Appeals (ABZA) with a favorable <br /> recommendation. There was no one present to speak in favor of or in remonstrance to this proposal. <br /> 6 <br />
