REGULAR MEETING August 27, 2018
amount, and we will probably spend some more time in the budget process to go through. This is
a great beginning for that conversation.
Councilmember Gavin Ferlic stated, Thank you for the presentation.
Councilmember John Voorde stated, This is all encouraging. Keep up the good work.
What do
Councilmember Oliver Davis stated, It is encouraging. you think makes South Bend the
y
most marketable when competing against the other cities for these grant opportunities?
Mayor Buttigieg replied, I think there are two (2) things going on at once that make us interesting
to the philanthropic world. One (1) is that we have this remarkable trajectory. We are a City that
is growing again after being in the situation we were in. We are a City known for innovation and
we have been able to work nimbly and have solved problems in a very ambitious way. On the other
hand, we still remain a low income City. We face tremendous challenges in making sure our
trajectory of economic growth is inclusive. I think many people are surprised to learn that to this
day our per capita personal income in this City is below $20,000. So when a philanthropic
organization is asking how they can make the biggest difference in people's lives, they look for a
City and a community that seems strong enough to innovate and responsibly use those resources.
My sense is that is why we attract so much attention and interest.
Councilmember Oliver Davis followed up, How can other neighborhood associations, like on the
South Side, get involved with some of these activities? I know a lot of it is the NNN. They are an
active group. But what other kind of things are there so we can spearhead that? And then the last
thing is, what is the role with TRANSPO?
Mayor Buttigieg replied, I will take your second (2nd) question first (1St). We really think of that
pilot as a supplement. So either a last mile supplement when they are just beyond the reach of the
existing network or when people are outside of the range of time or frequency that TRANSPO
operates. In the end, we can't succeed in getting any people to work if there isn't a healthy transit
system. We need to find other tools and we hope it continues being regarded as a both-and-
scenario. In terms of neighborhood groups, we rely heavily on vibrant neighborhood groups to
help get the job done. Candidly, some great grant opportunities aren't found by us but by that
neighborhood group. They come to us and ask for a letter of support. We certainly welcome that.
I think the best way to engage a neighborhood group that perhaps has not yet had the experience
of working on one (1) of these is to invite them to present their two (2) or three (3)biggest issues
or problems they are trying to solve. They should discuss those with our neighborhood planning
team and then we can work together to see if there is any philanthropic interest out there for that
particular challenge or problem.
Councilmember Jake Teshka stated, Thank you, mayor, for the information. I think beyond the
philanthropic piece, which is fantastic, the broader piece on the grant funding is going to be very
helpful as we wade through this. The City has a number of different funding sources and sometimes
it is difficult to keep it straight. Thank you for the information.
Councilmember Jo M. Broden stated, Thank you for your presentation. You identified four (4)
groups involved in that pilot. What was the fourth(4th)?
Mayor Buttigieg replied, That would be The University of Notre Dame.
Councilmember Jo M. Broden followed up, And then in terms of the on-demand transportation,
what is the mode of that?
Mayor Buttigieg replied, Right now it is a partnership with Uber. It is based on that kind of
rideshare. It could be built out.
Councilmember Jo M. Broden followed up, So LimeBikes could be a possibility as well?
Mayor Buttigieg replied, This is really more focused on vehicular transportation but, yes, if the
model works I supposed you could also see it work in terms of LimeBike credits.
Councilmember Jo M. Broden stated, This is very exciting to look at if it works here, it would be
great to scale it out.
4
