�: <br /> COMMUNITY AND ECONOMIC DEVELOPMENT 3-28-11 <br /> Committee Members Present: Tim Rouse; Henry Davis; Ann Puzzello; Karen White <br /> Other Councii Members Present: David Varner; AI Kirsits; <br /> Citizen Member Murray Miller, sworn-in 3/28/11 <br /> Others Present: Mayor Luecke; Rosemary Mandrici; Kathleen Cekanski- <br /> Farrand; Rita Kopala; Chuck Leone; Jeff Parrott, Gary <br /> Gilot; Gregg Zientara; Marco Mariani; Gary King <br /> Agenda: Bill No. Bill No. 86-10 Amend Code Regarding <br /> Affirmative Action <br /> Form 11's—Rosemary Mandrici, County Assessor <br /> Committee Chair Tim Rouse opened the Community& Economic Development Committee <br /> hearing promptly at 3:30 p.m. noting a full committee present along with newly sworn citizen <br /> member Murray Miller. <br /> Two items were on the agenda. The first was an update on progress made toward meeting <br /> DLGF calendar deadlines presented by County Assessor Rosemary Mandrici. She reported the <br /> backlog of'88 payable'09 tax appeals were expected to be completed by early May. Also Form <br /> 11's (notice of assessment)had been mailed last week, meeting calendar deadlines for the first <br /> time in five years. This year's appeal deadline is May 10tn <br /> Karen White asked how many form 11's were mailed? How many up? How many assessments <br /> down? Rosemary said approximately 33,000 were lower and 22,000 higher. Those higher were <br /> generally the result of"trending." Dave Varner asked how trending worked? He also asked for a <br /> neighborhood map. Rosemary said details of the ratio study are on-line and that neighborhoods <br /> are not delineated on maps. <br /> Karen White asked if census tracts were used to help discern reassessment data. Rosemary <br /> said no. Henry Davis asked how many data collectors were in the field? Rosemary said 8-10, <br /> most of who were certified. <br /> Ann Puzello asked how neighborhoods were identified for reassessment? Rosemary alluded to <br /> but did not clearly explain the concept of neighborhood stratification for assessment purposes. <br /> Rosemary said it was a difficult process to explain. <br /> Chairperson Rouse moved to discussion of Bill No. 86-10 generally, though perhaps incorrectly <br /> referred to as the"Affirmative Action" bill. <br />
