The checks of their work this year <br />involved more work on our part to make sure <br />the work was being done in a timely fashion. <br />It wasn't getting done without supervision <br />from us. He doesn't trust the organization, <br />how it's being managed, and how funds are <br />spent. <br />Mr. Downes disagreed. He thinks <br />Downtown South Bend has done a terrific <br />job and continues to be an important part of <br />the success of downtown. <br />Mr. King asked about the process for all the <br />appropriation resolutions. Commissioners <br />have spent a lot of time talking about the <br />downtown, but on some of the other areas <br />there hasn't been much Commission <br />discussion, especially regarding the strategy <br />underlying these appropriations. The <br />numbers in the proposed budgets represent <br />policy which may not have been agreed to by <br />all Commissioners. He wondered how to <br />handle such objections. <br />Mr. Downes said that he understood that <br />these resolutions appropriated $8,032,000 for <br />use in the area. The attached budget with its <br />categories and line items is not set in stone <br />by the resolution. The Commission is not <br />stuck with the individual line items. Mr. Inks <br />responded that that is the case. He noted that <br />this is the second year we've used this <br />format. It is a lot more detail than we have <br />6 <br />
