South Bend Redevelopment Commission
Regular Meeting -December 7, 2007
6. NEW BUSINESS (CONT.)
A. Public Hearing
(1) continued...
(a) continued...
drain. The checks of their work this year
involved more work on our part to make sure
the work was being done in a timely fashion.
It wasn't getting done without supervision
from us. He doesn't trust the organization,
how it's being managed, and how funds are
spent.
Mr. Downes disagreed. He thinks
Downtown South Bend has done a terrific
job and continues to be an important part of
the success of downtown.
Mr. King asked about the process for all the
appropriation resolutions. Commissioners
have spent a lot of time talking about the
downtown, but on some of the other areas
there hasn't been much Commission
discussion, especially regarding the strategy
underlying these appropriations. The
numbers in the proposed budgets represent
policy which may not have been agreed to by
all Commissioners. He wondered how to
handle such objections.
Mr. Downes said that he understood that
these resolutions appropriated $8,032,000 for
use in the area. The attached budget with its
categories and line items is not set in stone
by the resolution. The Commission is not
stuck with the individual line items. Mr. Inks
responded that that is the case. He noted that
this is the second year we've used this
format. It is a lot more detail than we have
6
