May 9,1922.- <br />Honorable Board of Public Works, <br />South Band, Indiana. <br />Gentleman: - <br />We hereby offer to test and inspect, in the same throughly intelligent <br />and scientific manner as heretofore, the asphalt paving awarded in your City during <br />the year 1922, on the following basis:- <br />1. We agree to place an experienced asphalt tnppector at the Contractor's <br />asphalt plant during the entire period of preparing the paving mixtures, for the <br />purpose of seeing that the specifications are properly interpreted by the Contractor <br />and that the mixtures are uniform and correct in every respect to successfully <br />meet your local traffic and climatic conditions. No mixture will be permitted to <br />leave the plant until same has been approved by the inspector as being suitable <br />for the particular place where it is to be laid. Whemover it is necessary to change <br />the proportions of the ingredients in the mixture to accommodate it to a changed <br />traffic of foundation condition, the inspector is fully qualified, acting under our <br />personal instructions, to make such change. <br />2. We agree to make at least one personal visit to your work for each <br />159000 square yards of finished pavement, out first visit to be made at the time <br />of starting the asphalt plant on your work to personally standardize and regulate <br />the ingredients, and subsequent visits at fairly regular intervals during the pro- <br />gress of the work. <br />3 We agree to assit the Contractor in the selection of the materials most <br />suitable for yo r work, analyzingin advance of his orderingsame such sam ies, <br />subnitted to us b the Contracto, or your Engineer with tat ob.iect in New . This <br />prevents the contractor from ordering Into hi plant site materials which, while <br />fully meetin the requirements of your specifications, may still be very unsatis- <br />factory for �he particular purpose intended. <br />4. We agree to make careful analyzses Cf all raw materials before permit - <br />tin the Contractor to use same in your work reijeating such materials as are un- <br />sui able for your work, and sending copies of al tests to your Engineer. <br />5 We agree to annalyze.:the samples of asphalt and fluxing oils submitted <br />with the bids of tie Contractors advising your Engineer as to which materials comply <br />with the specifications or are Co <br />ontractors satisfactory for your purpose. <br />
