Luecke, Mayor of South Bend <br /> <br />Councilmember Henry Davis, Jr. made a motion to hear the substitute version of this bill. <br />Councilmember Oliver Davis seconded the motion which carried by a voice vote of nine <br />(9) ayes. <br /> <br />Councilmember Rouse, Chairperson, Community & Economic Development Committee, <br />reported that this committee held a Public Hearing on this substitute bill this afternoon <br />and sends it to the full Council with a favorable recommendation. <br /> <br />Councilmember Henry Davis, Jr., 5117 Idlewood Drive, South Bend, Indiana, made the <br />presentation for this Resolution by first offering his comments and then reading the <br />Resolution in its entirety. <br /> <br />A Public Hearing was held on the Resolution at this time. <br /> <br />The following individual spoke in opposition to this bill: <br /> <br />Mr. Jesse Davis, 1333 E. Calvert Street, South Bend, Indiana, advised that the Council <br />should do some research on the proposed developer. He stated that he is already using <br />211-213 W. Washington as his business address. <br /> <br />Councilmember Henry Davis stated that he is seeing more of the area dying. He stated <br />that he does not like to play chick with this type of development. <br /> <br />Councilmember LaFountain stated that he has some concerns with this bill. He stated <br />that this should be handled in the Mayor’s Office not the Council. He stated that the <br />Executive of the City should be able to work independently and not under the Council’s <br />scrutiny. <br /> <br />Councilmember Henry Davis stated that this bill suggests raising spirit and support and to <br />work collaboratively. <br /> <br />There being no one else present wishing to speak to the Council either in favor of or in <br />opposition to this Resolution, Councilmember Varner made a motion to adopt this <br />substitute Resolution. Councilmember Oliver Davis seconded the motion which carried <br />and the Resolution was adopted by a roll call vote of seven (7) ayes and two (2) nays <br />(Councilmember’s Dieter, LaFountain.) <br /> <br /> <br />BILL NO. 11-60 A RESOLUTION OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA, <br />SUPPORTING THE APPROPRIATION OF <br />$179,100 FOR THE CREATION OF THE <br />MINORITY AND WOMEN BUSINESS <br />DEVELOPMENT PROGRAM IN SOUTH BEND, <br />INDIANA <br /> <br />Councilmember Oliver Davis made a motion to continue this bill until the November 28, <br />2011 meeting of the Council.
