<br />A RESOLUTION OF THE COMMON COUNCIL
<br />OF THE CITY OF SOUTH BEND, INDIANA,
<br />APPROVING AND ADOPTING CITYPLAN, A TWENTY-YEAR
<br />COMPREHENSIVE PLAN FOR THE CITY OF SOUTH BEND.
<br />WHEREAS, the State of Indiana has enacted I.C. 36-~-4-50o to establish standards for developing
<br />comprehensive plans "for the promotion of public health, safety, morals, convenience, order, or the general
<br />welfare and for the sake of efficiency and economy in the process of development;" and
<br />WHEREAS, in 2ooz, the Comprehensive Plan for South Bend and St. Joseph County was adopted by
<br />the Area Plan Commission of St. Joseph County and the respective legislative bodies of the City of South Bend
<br />and St. Joseph County, and is a broad framework for countywide resources and development patterns and
<br />proposes that municipalities within the County develop more detailed comprehensive plans; and
<br />WHEREAS, Mayor Stephen J. Luecke appointed community volunteers to form a Civic Alliance to
<br />oversee an extensive and inclusive public planning process developed and administered by the Department of
<br />Community and Economic Development, Division of Community Development; and
<br />WHEREAS, thousands of community members have participated in the planning process since October
<br />2003 and resulting from this planning process, the City of South Bend has prepared a comprehensive plan,
<br />called City Plan, to guide decision-making on growth and development for the City of South Bend over the next
<br />twenty years; and
<br />WHEREAS, City Plan contains a 20-year Vision with Goals, Objectives, and Policies for ten planning
<br />topic areas, and an Implementation Action Plan to aid the City in developing programs and strategies, making
<br />capital expenditures, and setting annual budgets; and
<br />WHEREAS, the Area Plan Commission of St. Joseph County, Indiana is empowered to approve a
<br />comprehensive plan within its area of jurisdiction by provisions contained in the aforementioned Indiana Code
<br />and has approved City Plan by resolution and provided the Common Council of the City of South Bend with a
<br />favorable recommendation; and
<br />WHEREAS, the Common Council of the City of South Bend, Indiana has the authority to adopt a
<br />comprehensive plan if it finds the content and the Goals, Objectives, and Policies of the Plan to be appropriate
<br />and in the best interests of the community; and
<br />WHEREAS, the City Plan, which is attached hereto and incorporated herein, contains all the elements
<br />required by Indiana Code Section 36-~-4-5oz, and is appropriate and in the best interest of South Bend and its
<br />citizens.
<br />NOW, THEREFORE, BE TT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, INDIANA AS FOLLOWS:
<br />SECTION I: That the zo year comprehensive plan, City Plan, a true and complete copy of which is
<br />attached hereto and incorporated herein and which incorporates all non-substantive revisions requested by the
<br />City Administration on October z3, zoo6, shall be and hereby is approved.
<br />SECTION II: That this Resolution shall be in full force and effect from and after its passage by the
<br />Common Council and approval by the Mayor.
