Pre-development activities, including, but not limited to, engineering, <br />architectural, planning, program development, title, survey, appraisal, <br />legal, and environmental assessment and testing; <br />2. Acquisition of private and publicly -owned real estate; <br />3. Relocation of individuals, households and businesses; <br />4. Clearance of structures and other improvements; vacation of some <br />streets and other public right -of -way; <br />' <br />5. Assemblage of development sites; <br />6. Rehabilitation of industrial, commercial and residential structures; <br />7. Disposition of assembled cleared sites, rehabilitated structures, and <br />T' <br />other properties; <br />8. Public works improvements and infrastructure, including, but not <br />limited to, streets, water, sewer and other utilities, lighting, traffic <br />'£ <br />controls, landscaping, park, open space and recreational facilities. <br />A series of activities that are not directly related to the physical <br />redevelopment of the Sample -Ewing Development Area will be critical to the <br />community's long term success in the project area. These activities will not be <br />undertaken or funded by the Redevelopment Commission. These activities <br />will be undertaken by other private and public agencies and be funded from a <br />variety of federal and local sources, including the HOME Program, the <br />Community Development Block Grant Program, the Civil City budget and the <br />Community Homebuyers Corporation, among others. Activities funded from <br />these sources will include: <br />a. Housing rehabilitation assistance for homeowners, first time <br />homebuyers, and landlords. <br />b. Housing assistance, including counseling for home ownership <br />and technical and training assistance through the REWARD <br />Program and the neighborhood partnership centers. <br />C. Small business assistance through the Urban Enterprise Zone <br />tProgram, <br />the Neighborhood Business Development Corporation, <br />and the Corporation for Entrepreneurial Development —this <br />assistance can include direct financial assistance in the form of <br />gap financing loans. <br />d. Additional business assistance, in terms of larger loans, will be <br />available on a case -by -case basis through the Business <br />Development Corporation and the Industrial Revolving Loan <br />Fund. This assistance will also be in the form of gap financing <br />loans as determined by the respective private not - for - profit <br />boards. <br />�L <br />11 <br />-21- <br />5/21/93 <br />
