IV. PROJECT AREA ACTIVITIES <br />A. INTRODUCTION <br />The major development strategies that will be pursued throughout the project <br />area include a redevelopment, revitalization, improvement and preservation approach <br />as dictated by sub -area conditions and trends. The redevelopment strategy is aimed at <br />areas of major deterioration and decline. This strategy will seek to improve an area <br />through major acquisition, relocation, clearance, site assemblage, public works, and <br />new development activities. The revitalization strategy is aimed at sub -areas that have <br />suffered significant deterioration and decline, but still have both a physical and social <br />foundation on which to build and revitalize the sub -area. Revitalization activities will <br />include code enforcement, housing rehabilitation, small scale public works, <br />organization- building and human, public and social service, crime and public safety <br />programs. The improvement strategy and activities will be much like the <br />revitalization strategy and activities. The major difference will be in the amount of <br />public resources required in an area — improvement areas will be less severely <br />deteriorated and blighted than the revitalization areas. Finally, certain areas will be <br />targets for a preservation strategy. These sub -areas will be, for the most part, stable <br />areas that are adjacent to deteriorating or declining areas. Activities in the <br />preservation areas will include spot code enforcement and rehab activities and minor <br />public works. Protection through an aggressive enforcement of zoning will also be <br />part of the strategy. In essence, the criteria determining whether revitalization, <br />improvement, or preservation strategies will be brought to bear on a sub -area are <br />twofold: one, the severity of the deterioration and decline in the target area; and, two, <br />the concomitant amount and application of public resources, regulations and incentives <br />required to meet the goals and objectives established for the area. <br />The four strategies highlighted above focus heavily on the physical and <br />economic redevelopment and revitalization of the Sample -Ewing Development Area. <br />However, the importance of incorporating a broader, more comprehensive effort to <br />focus on social and human service needs, neighborhood organizational needs, and <br />capacity- building must be emphasized. <br />B. ACTIVITIES <br />The redevelopment activities in the Sample -Ewing Development Area plan, as <br />adopted by the Redevelopment Commission, will include: <br />-20- <br />5/21/93 <br />
