1 <br />1 <br />i <br />1 <br />1 <br />heavy industrial, rail and trucking land uses and economic activities. The <br />remnants of this historic industrial center are still present today and present <br />major challenges and opportunities for the renewal of this area. <br />2. The Sample -Ewing Development Area contains several major negative <br />physical factors that will hinder the private redevelopment of its three <br />industrial sub - areas. These negative physical factors are both man-made <br />and natural. The natural impediment to private development includes <br />unsuitable soils for urban development; and the man -made impediment to <br />private development includes the presence of large, obsolete industrial <br />facilities. The soil conditions affect primarily the Rum Village Industrial <br />Park and the Sample- Indiana Industrial District. The obsolete industrial <br />facilities impact primarily the Studebaker Corridor and the Sample- Indiana <br />Industrial District. While major streets serving all three areas are <br />adequate, the internal circulation system in all three industrial areas is <br />poor. <br />3. The Sample -Ewing Development Area contains significant amounts of <br />vacant land and numerous vacant buildings throughout the total planning <br />and development area, including the residential and industrial sub - areas. <br />The high cost of development of the vacant land or the adaptive re -use of <br />the vacant structures is a major barrier to private development and this <br />condition exists throughout the Sample -Ewing Development Area. <br />4. The Sample -Ewing Development Area's potential for water and soil <br />pollution problems is high because of its history as the region's industrial <br />center, the number of active and abandoned rail lines crossing the area, <br />and the concentration of salvage and scrap yards throughout the three <br />industrial sub - areas. The challenge of the high cost of development is <br />compounded by potential environmental remediation and clean-up costs. <br />5. The Sample -Ewing Development Area's residential strength historically has <br />been tied to the health of the adjacent industrial sub - areas. Deterioration <br />and decline of the adjacent neighborhoods in the Sample -Ewing <br />Development Area is due in great part to the decline and deterioration of <br />the adjacent industrial areas. <br />6. The Sample -Ewing Development Area contains several commercial strips <br />throughout the project area that have deteriorated substantially, especially <br />within the inner city segments of Michigan Street, and Indiana Avenue. <br />The decline of the commercial districts can be attributed to changing <br />' -5- <br />' 12/17/93 <br />
