INTRODUCTION <br />A. PURPOSE <br />3. to establish the framework for a collaborative, detailed planning program <br />' involving neighborhood residents, area businesses, and civic and <br />institutional partners, for each of the sub -areas within the larger planning <br />and development area known as the Sample -Ewing Development Area. <br />' (See Map 1) <br />B. PROJECT AREA OVERVIEW <br />' The Sample -Ewing Development Area is composed of five separate sub - areas: <br />P P P <br />Studebaker Corridor, Rum Village Industrial Park, Rum Village Neighborhood, <br />' Southeast Neighborhood, and the Sample- Indiana Industrial District. (See Map 2.) <br />Many of these sub -areas have previously been targeted for a variety of public <br />' development and revitalization programs and incentives. The Development Plan for <br />the Sample -Ewing Development Area is based on the expansion and merger of these <br />separate sub -areas into one large planning and development district. Individual sub- <br />' area plans will be prepared and implemented within the context of the comprehensive, <br />area -wide redevelopment and revitalization strategy. <br />The new planning and development area will total approximately 2400 acres of <br />land. The land uses within the Sample -Ewing Development Area include industrial, <br />commercial, residential uses, vacant land and public right of way. While the Sample- <br />Ewing Development Area is composed of the five previously noted and distinct sub- <br />areas, several factors unite the development area through a common set of challenges <br />and opportunities: <br />' 1. The Sample -Ewing Development Area was the historic industrial center of <br />South Bend and the Michiana region. It contained a majority of the city's <br />' -4- <br />12/17/93 <br />The purpose of this general development plan is: <br />1. to establish an organizing vision, mission statement, strategy and action <br />plan for the redevelopment, revitalization and renewal of the Sample -Ewing <br />Development Area which is located southeast and southwest of downtown <br />South Bend; <br />2. to merge two existing redevelopment and tax increment allocation areas <br />and expand them to include adjacent residential and commercial districts to <br />' <br />form a new, unified redevelopment and tax increment allocation area; <br />3. to establish the framework for a collaborative, detailed planning program <br />' involving neighborhood residents, area businesses, and civic and <br />institutional partners, for each of the sub -areas within the larger planning <br />and development area known as the Sample -Ewing Development Area. <br />' (See Map 1) <br />B.
