<br />a -Reflects an overall 6.0 % decrease in current year allocations to all "user funds. Individual fund allocations vary based upon a variety of
<br />potential "risk" indicators including historical claim experience, number of employees in each department, operating and personnel
<br />budget levels and property values.
<br />b -Reflects one promotion Safety Specialist to Manager of Safety ($3,001).
<br />c -Includes an average cost increase of 76% for the City's Self-Insurance Health Plan plus any necessary changes from last year's budget regarding
<br />coverage options chosen by employees (i.e., family, single or rebate).
<br />d -Also includes a increase of the City's mandated contributions to the Slate's PERF plan which was 3.25% of total salary in 2003 to 4.00 % in 2004.
<br />This rate is determined by the Indiana Board of Trustees of PERF on an annual basis.
<br />e -Total expenditures budgeted for workers compensation claims and professionaVprocessing costs related to those claims decreased by
<br />6.0% overall from 2003 to 2004. This was determined using projections based upon current year trends, historical information and other
<br />factors impacting the handling of workers comp claims.
<br />f - Reflects a significant projected increase (10%) in the cost of the City's property insurance policy. This decrease is direct impact of the insurance
<br />market's anticipated inaease in 2004.
