That theme has had a major influence on the development of the 2003 budget. The City <br />will i vest $4.7 million to fund or leverage state and federal funding for <br />housi g assistance, development and home ownership programs, <br />neigh orhood public works and parks, neighborhood development for <br />socia services and organizations, and public safety initiatives. <br />Co fitting these resources will help us maintain, improve and support <br />stron neighborhood development. <br />We'r Building a Safe Ciry -Public safety is the; foundation of all the <br />City' efforts to build South Bend. Through the targeted and creative use <br />of av ilable resources, the City is working to provide quality police, fire <br />and a bulance services for the community. The; crime rate has increased <br />in se ral significant categories over past year. South Bend has 2.4 police <br />office s and 2.3 firefighters per thousand population. These ratios are <br />amon the highest in the state and well above the national average. We <br />belie a that these extra officers are important foi• officer safety and <br />co unity safety. We will also complete the long awaited and much <br />neede design for renovation and expansion of Police Department offices. <br />The ity's Fire Department is rated one of the highest in the State. We <br />have ecently refurbished three main fire trucks 1;0 like-new status. This <br />xui <br />
