• / /V <br />4 <br />1 P o" <br />RESOLUTION NO. 1669 <br />RESOLUTION OF THE CITY OF SOUTH BEND REDEVELOPMENT COMMISSION <br />EXPANDING THE BOUNDARIES OF THE WEST WASHINGTON -CHAPIN <br />DEVELOPMENT AREA, EXPANDING THE ALLOCATION AREA FOR PURPOSES OF <br />TAX INCREMENT FINANCING, AND AMENDING THE DEVELOPMENT PLAN FOR <br />THE WEST WASHINGTON -CHAPIN DEVELOPMENT AREA <br />WHEREAS, the City of South Bend Redevelopment Commission ( "Commission "), <br />governing body of the City of South Bend Department of Redevelopment ( "Department ") on <br />October 23, 1987, adopted Resolution No. 818 declaring the West Washington- Chapin <br />Development Area in the City of South Bend, Indiana ( "City ") to be a blighted area within the <br />meaning of the Redevelopment of Cities and Towns Act of 1953, as amended (Indiana Code 36- <br />7-14) ( "Act "); and <br />WHEREAS, Resolution No. 818 and the West Washington- Chapin Development Area <br />( "Development Plan") adopted by Resolution No. 818 on October 23, 1987 were confirmed by <br />Resolution No. 824 adopted on December 11, 1987; and <br />WHEREAS, Resolution No. 818 was amended by Resolution No. 908, adopted on February 23, <br />1990 and said Resolution No. 908 expanded the West Washington- Chapin Development Area by adding <br />Expansion Area No. 1 and redeclared the following area known as the West Washington- Chapin <br />Development Area to be a redevelopment area within the meaning of the Act: <br />A PARCEL of land being a part of the City of South Bend, Portage <br />Township, St. Joseph County, Indiana and being more particularly <br />described as follows, viz: <br />A Parcel of land being a part of Section 10, and a part of Section 11, <br />Township 37 North, Range 2 East, City of South Bend, Portage Township, <br />St. Joseph County, Indiana, and being more particularly described as <br />follows: <br />COMMENCING at the point of intersection of Western Avenue and <br />William Street; thence North along the centerline of William Street to the <br />Easterly projection of the Southerly right -of -way first 14.0 foot alley; <br />being the point of beginning; thence Westerly along the South right -of- <br />way line of said 14.0 foot alley and projected to the intersection of the <br />West right -of -way line of Taylor Street; thence North along the West <br />right -of -way line of Taylor Street to the intersection of the South right -of- <br />way line of Wayne Street; thence West along the South right -of -way line <br />of Wayne Street to the intersection of the East right -of -way line of Scott <br />Street; thence South along the East right -of -way line of Scott Street to the <br />intersection of the Easterly projected South right -of -way line of Napier <br />Street; thence West along the South right -of -way line of Napier Street to <br />the intersection of the centerline of the first 14.0 foot North -South alley; <br />thence South along the centerline of said 14.0 foot alley to the projected <br />Southerly right -of -way line of the first 14.0 foot East -West alley; thence <br />West along the projected and South right -of -way line of said alley to the <br />intersection of the East property line of St. Joseph County Tax parcel 18- <br />3051 -2012, Block 71 (now noted as Block W88- Parcel 5); thence South <br />along said East property line of said Parcel 5 and projected to the <br />intersection of the centerline of Western Avenue (State Road 2); thence <br />West along the centerline of Western Avenue to the centerline <br />intersection of Laurel Road; thence North along the centerline of Laurel <br />Road to the Easterly projection of the Southerly right -of -way line of the <br />first 14.0 foot alley; thence West along the projected and South right-of- <br />way line of said alley to the intersection of the East right -of -way line of <br />Maple Street and West property line of Lot A, Baker's Subdivision <br />(unrecorded); thence South along the East right -of -way line of Maple <br />Street and West property line of said Lot A to the easterly projection of <br />
