test shall be administered at the discretion of the <br /> Controller and under the Controller's supervision. <br /> (�6) At the time the application is filed, the <br /> applicant shall pay the Controller the sum of five <br /> dollars ($5 . 00) as a processing fee. The applicant <br /> shall also pay the Controller the sum of � fifteen <br /> dollars '�'�T($15 . 00) per year upon approval of the <br /> application and before issuance of the license. <br /> (�7) The provisions of this subsection shall not apply <br /> to persons having a valid taxicab driver � s license at <br /> the time this becomes effective, but such persons <br /> shall comply with the renewal provisions of this <br /> section after the effective date of this ordinance. <br /> (oo) �e—Investigation of traffic and police record. The <br /> Police Department shall conduct an investigation of each <br /> applicant for a taxicab driver' s license. A report of the <br /> investigation and the recommendation of the Police <br /> Department shall be attached to the application for the <br /> consideration of the Controller. In making its <br /> recommendation, the Police Department shall consider the <br /> criminal history of the applicant, if any, and the <br /> likelihood that granting the application will endanger the <br /> health, safety or welfare of the public. The Police <br /> Department shall recommend denial of the application if the <br /> applicant has been convicted of any felony or any crime <br /> against a person within twenty (20) years before the date <br /> of the application, or if the applicant has been convicted <br /> of a misdemeanor or ot any crime or infraction involving <br /> dishonesty, driving while intoxicated or under the <br /> influence of alcohol or intoxicants, or driving with a <br /> suspended license within ' ten (10) years before the date of <br /> the application or is currently on parole or probation <br /> under the Criminal Justice System of the United States or <br /> of any state. Any applicant who has a valid license as of <br /> the effective date of this ordinance shall be deemed to <br /> have met the requirements for a favorable Police Department <br /> recommendation as of that date.
